Position Overview And Responsibilities
The OPS Environmental Specialist II, , is located in the Division of Environmental Assessment and Restoration’s Water Quality Monitoring Program, Central Regional Operation Center, Orlando. Responsibilities include water quality sampling in freshwater and estuarine ecosystems, groundwater wells, and biological assessments of streams and lakes. Duties also encompass records management, calibration of field meters, and maintenance of field equipment. The role supports the DEAR/Central ROC in achieving the Strategic Monitoring Plan, Status and Trend Monitoring Networks, and addresses public concerns related to surface water quality.
This intermediate position performs biological assessment and water quality sampling in freshwater, estuarine and marine ecosystems. Water quality sampling is conducted on both surface and groundwater. Biological assessments may include taxonomic analysis of flora and fauna. Completion of DEP training and audit pass status is required for data collection and specialized assessments. The specialist plans logistics for field sampling events using GIS, mapping programs, databases, and other resources, and conducts reconnaissance prior to sampling.
Data accuracy reviews are performed following QA/QC protocols. Biological, physical, and chemical data are entered or uploaded into various data storage and retrieval systems, and assistance is provided for reporting. Technical assistance is offered to local DEP Districts for sampling and monitoring needs. Complaint investigations into non-point or point source water pollution violations (fish kills, algae blooms, odor, foam) are conducted, and timely responses to public, media, and officials inquiries are required.
Attendance at program training is mandatory.
Equipment organization and maintenance include managing gear, inventorying coolers and kits, cleaning laboratory space, vehicles, and equipment, and performing maintenance on sampling tools. Snorkeling may be required;
Boater safety training is mandatory.

- Knowledge of terminology, principles, and analytical techniques of the physical and natural sciences
- Knowledge of the terminology, principles, and sampling techniques for measuring surface and ground water quality
- Skilled in water sample collection techniques including wading, snorkeling, and traversing difficult terrain
- Knowledge of water quality field instruments
- Ability to maintain a valid Class E Florida driver’s license and travel or drive long distances
- Ability to complete functional training on ESRI GIS software, MS Office, Word, Access, Excel, PowerPoint, and various data storage and retrieval systems
- Ability to complete complicated or repetitive tasks accurately and efficiently while carrying 40‑pounds over uneven terrain
- Skill in floral and/or faunal biological assessments
- At least five years of verifiable related experience in engineering, engineering sciences, chemistry, environmental science, natural sciences, biological sciences, physical sciences, environmental policy, or public health. Post‑secondary degrees from an accredited institution with a major in these fields may substitute for experience on a year‑for‑year basis. A credential evaluation report from an approved agency must accompany foreign degrees.
