Overview

Office Of International Collaboration And Export Control (OICEC) at UCF supports researchers with export control compliance, foreign engagements, and technology transfer. The Export Control Analyst II will assist with day-to-day team operations, providing subject matter expertise on export control and international trade laws in accordance with UCF Policy 4-209. The position requires intermediate knowledge of U.S. export control laws.

Responsibilities
  • Review research project proposals, shipments, and travel to identify export control restrictions that may apply, including review of proposals, shipments, travel, government sponsored research announcements, technical proposals, certifications, and related documents.
  • Review and assist in negotiating university agreements from an export control perspective, including research agreements, data use agreements, purchase agreements, IP agreements, non-disclosure agreements, and material transfer agreements.
  • Under the supervision of the Export Control Manager, determine export control classifications of technology and maintain input of records into UCF export control databases.
  • Draft and implement export compliance protocols for sponsored and non-sponsored programs, including identification of restrictions, drafting and implementing Technology Control Plans (TCPs), and monitoring TCPs in line with U.S. Export Control Regulations.
  • Perform regulatory research on export control issues and issue guidance on day-to-day operation and implementation of the university's export control compliance program.
  • Maintain, administer, and input recordkeeping data into UCF export control databases.
  • Perform miscellaneous duties as assigned.
Minimum Qualifications

Bachelor's or Master's degree and 2+ years of relevant experience or an equivalent combination of education and experience pursuant to Fla. Stat. 112.219(6).

Preferred Qualifications
  • 3+ years of direct experience in export controls.
  • Experience working within a university or higher education setting.
  • Experience in higher education research compliance or export control preferred.
  • Experience drafting and submitting licensing applications to the U.S. Departments of Commerce and/or State with knowledge of federal electronic systems for export licensing and trade transactions (e.g., BIS SNAP-R, DDTC DECCS, and Customs ACE).
  • Experience with conducting restricted party screenings and knowledge of screening tools such as Visual Compliance or similar tools.
  • Demonstrated ability to develop and present training material to individuals and groups of colleagues and stakeholders.
  • Strong organizational skills and ability to set priorities and meet deadlines in time-sensitive situations.
  • Master’s degree in science, engineering, computer science, public policy, law, or a related field.
Special Instructions To The Applicants

Position requires a valid Class E driver’s license and may involve driving to various locations on and off campus to conduct University business.

The anticipated salary range for this position is $64,518 - $80,648. The final salary will be determined based on qualifications, experience, and internal equity considerations.
