Orange County Utilities provides water resources and solid waste recovery services to protect and enrich the lives of the citizens and guests of Orange County Florida. The Fiscal and Operational Support Division provides support services to the Director's Office and all Utilities divisions. This support includes financial management of the department's two Enterprise Funds and the Special Revenue Fund, accounting, information technology, procurement, warehouse and inventory management, facilities maintenance and management, safety administration, communications, and agreements management.

Responsible for performing complex financial analysis and coordinating major financial functions within assigned area of responsibility.

Monitors, tracks and approves all budget activity for assigned area of responsibility.

• Researches and analyzes financial and related budgetary information.
• Performs complex financial calculations in evaluating the financial aspects of proposals.
• Projects revenues and expenditures and develops cash flow models.
• Coordinates and prepares financial reports and performance measures.
• Develops financial processes and procedures for the Department.
• Collaborates with assigned areas in creation of Department/Division budget.
• Oversees the purchasing of goods and services for the Department.
• Coordinate grant activities for the Department to include reimbursement requests and expenditure tracking.
• Coordinate FEMA reimbursement submissions for the Department.
• Supervises assigned staff.
• Performs other special projects and related duties as assigned.

Bachelors degree from an accredited institution in Business, Accounting or Economics, or closely related field and four (4) years budgetary development or analysis experience.

• Demonstrated experience organizing and analyzing financial data for the development of reports that inform managerial decision making.
• Experience in water, wastewater and/or solid waste utility.
• Proficiency in Microsoft Office applications, with Advanced Microsoft Excel skills.
• Knowledge of Maximo asset management and work order system as well as CGI Advantage.
