Job Description

The Engineering Division manages the Capital Improvement Program for water, wastewater, reclaimed water, and solid waste projects. The division also reviews the plans and agreements of proposed infrastructure by the development community to conform to the Orange County Utilities Standards and Construction Specifications Manual. The Capital Improvements Section of the Utilities Engineering Division is seeking a motivated engineering professional to join the Water Reclamation Section as an Engineer I, II, or III
. This position plays a key role in delivering utilities capital improvement projects, supporting all phases of project development from concept and planning through design, permitting, procurement, and construction. The selected candidate will work under the general supervision of the Chief Engineer and collaborate with multidisciplinary teams to deliver critical infrastructure improvements.

General Functions

Engineer I: Performs routine engineering assignments. This is an entry-level classification performing professional engineering work. Work is performed with some independence under the limited supervision of the designated supervisor.

Engineer II: Performs advanced engineering work. Provides supervision over one or more major engineering activities. Work is performed with considerable independence under the general supervision of the designated supervisor.

Engineer III: Performs advanced engineering work. Provides supervision over one or more major engineering activities. Work is performed with considerable independence under the general supervision of the designated supervisor. Provides quality assurance oversight and support for Engineer I / II.

Representative Duties And Skills
  • Manage and assist in the management of Utilities Capital Improvement Program projects from planning and land acquisition through design, permitting, bidding, and construction. Projects include wastewater treatment facilities, wastewater and reclaimed water pump stations, and wastewater and reclaimed water pipeline extensions.
  • Provide project management support on larger, complex capital projects, assisting senior engineers or project managers with coordination, documentation, schedule tracking, consultant oversight, and regulatory compliance.
  • Coordinate with engineering consultants, regulatory agencies, and other County divisions to support project delivery, including oversight of consultant performance and review of work products.
  • Review and approve engineering reports, plans, specifications, and contract documents to ensure compliance with Orange County Utilities Standards and Construction Specifications.
  • Perform and oversee engineering design, construction administration, and inspection activities for wastewater and reclaimed water projects, including review and evaluation of consultant submittals.
  • Assist in identifying, applying for, and managing grant and cost-share funding from federal, state, and local agencies. Responsibilities may include supporting grant applications, tracking compliance requirements, preparing progress reports, and assisting with reimbursement requests.
  • Assist with the management of project budgets, schedules, expenses, and funding sources to support CIP program milestones.
  • Coordinate with internal County departments including Field Services, Procurement, Real Estate Management, Utilities Operations, and other divisions to support permitting, contracting, and construction activities.
