Position Summary
Perform duties to conduct technical plan reviews (gas, mechanical, plumbing) and inspections to verify and enforce compliance with the EPCOT codes, and with all applicable codes and standards, while adhering to established policies and precedents.
Essential Functions- Review technical plans and specifications for verification of compliance with applicable codes. Compile reports and issue notices regarding plans, specifications, installations, and equipment found not in compliance with the rules and regulations of the EPCOT codes. Return plans for correction and resubmission as necessary.
- Consult and advise applicants, contractors, owners, design professionals and others regarding use and application of the EPCOT code. Resolve compliance issues which may arise during construction phases.
- Verify all administrative requirements related to permitting, licensing and site requirements are in compliance with the EPCOT code and District requirements.
- Serve as a backup inspector for technical installations, equipment and repairs, verification of compliance with rules and regulations of the EPCOT codes and any other applicable laws and regulations.
- Communicate with contractors, owners and owners’ representatives in regard to code requirements, violations and requirements for correction of violations.
- Conduct visual inspections of properties within the District during Annual Emergency Power Tests. Identify and report major issues that may present safety hazards.
- Investigate incidents and verify the safety of technical equipment and installation for post-incident use.
- Perform general office work as required, including but not limited to, attending meetings, preparing reports and correspondence and maintaining files.
- Stay updated on codes and regulations in support of plan review and inspections and respond to code related inquiries. Attend training and continuing education courses as required.
- Perform or assist with any operations, as required to maintain workflow and to meet schedules and quality requirements.
- Participate in any variety of meetings and work groups to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specified level of knowledge pertaining to new developments, requirements, and policies.
- Work as a liaison with other governmental agencies in the development, clarification and enforcement of technical code requirements.
- Perform other related duties as assigned.
- Thorough knowledge of the methods, materials and techniques involved in construction, installation, maintenance and operation of a variety of complex technical systems, equipment, and of standard testing devicesli>
- Considerable knowledge of all laws and regulations governing technical installations within the District.
- Ability to establish and maintain effective working relationships with other employees, contractors, architects, engineers, building owners and the general public.
- Ability to make decisions, recognizing established precedents and practices, and to use resourcefulness and tact in meeting new problems.
- Proficiency in the use of computers and smartphones/tablets including Microsoft operating system and file structures;
Microsoft Word and Excel applications; and Apple operating system. Experience with Accela Automation and Bluebeam Revu, preferred. Some knowledge of the principles and practices of modern office management is required. - Ability to read plans and specifications and to determine their compliance with established rules and regulations.
- Excellent verbal and written communication skills.
- Regular, dependable attendance required.
- Two year college degree in engineering, architecture or a related field. Four years of plan review or field experience can be substituted for college requirement.
- Four or five years of experience in the technical trade.
- State of Florida Standard Plans Examiner License (Mechanical and Plumbing) required*
- State of Florida Standard Inspector License (Mechanical and Plumbing) required*
- State of Florida Mechanical or Plumbing Contractors License preferred.
