Position: Utility Worker Water Distribution I,II,III

The City of Newport’s Public Works Department is looking for dedicated, hands‑on professionals to help maintain and protect one of our community’s most essential resources: its drinking water. As a Utility Worker in our Water Distribution Division, you’ll play a direct role in ensuring that residents, businesses, and visitors have reliable access to safe, clean water every day.

Whether you’re just starting your career in public works or bringing years of specialized experience, we offer a clear pathway for growth through our Utility Worker I, II, and III levels. Career Progression

The Utility Worker classification is a three‑level career ladder and placement is based on qualifications, certifications, and experience.

Essential Duties & Responsibilities Utility Worker I
  • Operate trucks of various sizes for hauling equipment, gravel, and materials.
  • Perform manual labor for construction and maintenance activities.
  • Set up traffic control devices and direct traffic around worksites.
  • Cut and patch asphalt.
  • Maintain positive working relationships with coworkers, supervisors, and the public.
  • Perform other duties as assigned.
Utility Worker II
  • All Utility Worker I duties.
  • Cut, fit, repair, tap, and clean water mains, pipes, valves, and fittings.
  • Locate water, storm, and sewer utilities prior to construction.
  • Operate backhoes and compaction equipment.
  • Perform pavement cutting, trenching, and line cleaning.
  • Clean and disinfect storage tanks and reservoirs.
  • Excavate, backfill, and compact trenches.
  • Install, maintain, and repair hydrants and hydrant meters.
  • Maintain and repair valves and valve covers.
  • Conduct chlorine testing and collect water samples.
  • Install, maintain, and repair water service meters and components.
  • Lay, connect, test, disinfect, flush, and repair water mains and service lines.
Utility Worker III
  • All Utility Worker I and II duties.
  • Evaluate work requirements and determine materials and equipment needed.
  • Assess impacts to public and private property.
  • Notify affected customers of work activities.
  • Request and maintain utility locates for excavation.
  • Oversee construction and maintenance activities at job sites.
  • Ensure compliance with safety standards and City procedures.
  • Report work progress to supervisors.
  • Respond to public inquiries and complaints in person and by phone.
Minimum Qualifications Utility Worker I
  • High school diploma or GED.
  • Minimum 1 year of experience in construction or a related field.
  • Ability to obtain Oregon Water Distribution I certification within 18 months of hire.
Utility Worker II
  • Meet all Utility Worker I requirements.
  • Minimum 2 years as a Utility Worker I (3 years total experience).
  • Oregon Water Distribution II certification at time of hire.
  • At least 2 CEUs in water distribution construction, operation, or maintenance within the last 2 years.
  • Demonstrated ability to operate equipment such as jackhammer, air compressor, cut‑off saw, pumps, pressure washer, concrete saw, compactors, chainsaw, front‑end loader, dump truck (basic), jetter‑vac (assist), aerial bucket truck.
Utility Worker III
  • Meet all Utility Worker II requirements.
  • Minimum 4 years as a Utility Worker II (5 years total experience).
  • Up to 2 years of related college, trade, or technical education may substitute for experience.
  • Oregon Water Distribution II certification at time of hire.
  • At least 2 CEUs in water distribution construction, operation, or maintenance within the last 2 years.

Any equivalent combination of education and experience which provides the applicant with the knowledge, skills and abilities required to perform the duties as described. Typical requirements include:

  • Utility Worker I:
    High school diploma or GED, minimum 1‑year construction experience, Oregon Water Distribution I certification within 18 months of hire.
