General Statement Of Duties

Summary of Job Classification:
This position coordinates, plans and manages legislative activities on behalf of the Colorado Judicial Department, the State Court Administrator, the Colorado Supreme Court, and the Chief Justice. Represents the interests of the Judicial Department with the General Assembly.

Essential Functions Of the Position

  • Maintains and uses processes for monitoring legislation proposed during the legislative session.
  • Meets with legislative staff and representatives to discuss pending legislation on behalf of the Judicial Department.
  • Advises the Chief Justice and the State Court Administrator on all legislative matters.
  • Provides effective consultation to Judicial staff for help in defining and implementing year-round legislative strategies carried out by the State Court Administrator's Office, the Supreme Court, or the Chief Justice.
  • Develops with key stakeholders' strategies to achieve legislative goals; develops and defends legislative position.
  • Coordinates testimony on behalf of the Judicial Department, the State Court Administrator, and the Chief Justice before the General Assembly. At times, that may include testifying on behalf of the Judicial Department before the legislature on important issues.
  • During the Legislative Session, prepares for and meets regularly with the appropriate SCAO staff and committees to discuss and support division and department initiatives.
  • Reports on legislative progress on bills of note to internal department constituencies, such as chief judges, and other leadership groups as appropriate.
  • Reviews and develops with key stakeholders' pertinent legislative proposals and works with designated staff to determine impact on the department.
  • Assists staff in translating legislative needs into appropriate bill formats.
  • Attends and actively participates in legislative committee meetings for the Department.
  • Mentors, coaches and supervises policy analysts.
  • Attends meetings and completes training as required.
  • Performs other duties as assigned.

Has supervisory accountability for other employees, volunteers, or interns. Plans, directs and coordinates activities for multiple units. Duties may include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others. Conducts performance appraisals, and provides input into and participates in discipline, dismissal and hiring process.

Fiscal Responsibility:
Position has moderate fiscal responsibility.

Education and Experience Equivalency:
Graduation from an accredited college or university with a bachelor’s degree.

OR

Additional relevant work experience may be substituted on a year-for-year basis for the required formal education.

Work Related

Experience:


Six (6) year(s) of work-related experience in legislative relations, legislative analysis or related experience.

Licenses and

Certifications:


None.

Preferred Qualifications:
Master's degree preferred. Experience with work within a government agency representing the agency at a state legislative session. Supervisory experience preferred.

Physical Demands

Exerts up to 35 pounds of force occasionally, up to 20 punts of force frequently, and/or up to 20 pounds of force constantly having to move objects.

Occasional exposure to unpleasant environmental conditions and/or hazards. Occasional outside work. Office or similar indoor environment.

Exposures:
Individuals who are hostile or irate.
