Position Summary

At the National Policy Consensus Center (NPCC), we build consensus through the practice of collaborative governance. Our programs and innovative research help people collaborate to address public policy disputes and implement community-based solutions.

Our work spans all of Oregon, the United States, and beyond. We’ve facilitated discussions that helped Oregon and neighboring states agree on shared plans for protecting endangered species; we’ve helped local Oregon communities agree on highway projects to address congestion in their towns; we’ve helped small communities find funding to build a new school, improve libraries, and support entrepreneurship; and we’ve facilitated large-scale policy development and implementation of education and health care reform in Oregon.

The Oregon Solutions Project Manager supervises Oregon Solutions projects and performs assessments, convening, and project facilitation to help communities with resource alignment and integration to support project implementation. The level of complexity of many of the assigned projects is high, which is defined by a number of factors including (but not limited to):

  • Engagement of participants: a large number of participants with a wide variety of professional, personal, and lived experiences and overall challenges related to engaging those participants.
  • The intersection of multiple racial groups, cultures, and languages.
  • Dynamics of the situation: situations with high levels of conflict and low levels of trust.
  • Cross-sector: situations involving participants from multiple sectors.
  • Scope/duration: long term project(s) with multiple committees.
  • Political sensitivity and visibility: either because of the issues or participants involved, there is a high level of political sensitivity and visibility.
  • Role: contract negotiation, managing the budget and scope and assuming responsibility for project design and management.
  • May participate in applied research and training.
Duties and Responsibilities
  • Project Assessment, Management & Design (75%)
  • Bachelor’s degree and 4 to 6 years of related experience or a Master’s or advanced professional degree with 2 years of related work experience.
  • Excellent interpersonal, oral and written communication skills.
  • Demonstrated expertise in facilitating, mediating, or leading collaborative and/or public engagement processes to address public policy issues or community-based issues.
  • Ability to establish and maintain effective working relationships with public officials, private organizations, advocates, contractors, other PSU employees, and the public, using tact and diplomacy.
  • Demonstrated team and/or organizational leadership ability; is a self‑starter, comfortable taking initiative, handling responsibilities, and able to manage many tasks, people, and projects simultaneously.
  • Proficiency with word processing and spreadsheet software, internet usage, and electronic communications.
  • 2 years’ experience developing and managing complex contracts and project budgets.
  • Understanding of institutional and structural racism and bias and their impact on historically excluded communities, and a commitment to justice, equity, diversity, and inclusion.
  • Experience working with and in communities that have traditionally been left out of public decision‑making.
  • Possession of a valid state‑issued driver’s license.

  • 3 year’s experience working with government agencies at the state, regional, and/or local level or equivalent experience.
