Position: Primary Care Medical Director / Physician

Overview

Lincoln County Health and Human Services is seeking a physician to provide oversight of all Federally Qualified Health Center (FQHC) clinical programs in the Coastal Healthcare Clinic. The role includes performing professional work as a physician three of five days per week (60% of time) providing direct in-person patient care. The clinic operates in three locations:
Lincoln City, Newport, and Waldport, with varying business hours.

Position type: Part-time to full-time. Please indicate your preferred arrangement in your application.

Salary: Annual salary is negotiable based on experience and skill. A 10% stipend is provided for Medical Director functions. Lincoln County follows Oregon Pay Equity laws in reviewing education and experience for wage offers.

Professional Practice Responsibilities
  • Provide or arrange for comprehensive primary care services in an ambulatory clinic setting, including laboratory and diagnostic workups, and specialty referrals.
  • Work interdependently with other health care providers and staff in a team environment.
  • Perform minor outpatient procedures in accordance with LCHC credentialing/privileging policy.
  • Provide consultation to other clinic providers in person or by telephone.
  • Coordinate patient care with LCHC providers, primary care physicians, specialists, pharmacists, nurses, and other health care professionals as appropriate.
  • Assess patient needs for specialty referrals, diagnostic and in-patient care, and make appropriate referrals.
  • Work independently using professional judgment within scope of practice.
  • Participate in a shared on-call system to provide 24-hour coverage for FQHC patients; this includes after-hours phone availability and coordination with emergency departments and hospitals as needed, including weekends and holidays.
  • Provide counseling and education on health maintenance, disease prevention, diagnosis, treatment, and follow-up; verify patient understanding of diagnoses and recommendations.
  • Render care in accordance with LCHC standards, community standards, applicable laws, and grant requirements for non-discrimination.
  • Respond to patients/families with compassion, respect, and support for patient health goals.
Administrative Responsibilities
  • Supervise all clinical programs under the health center’s scope.
  • Exercise functional and technical supervision over assigned professional staff.
  • Facilitate integrative services between primary care and behavioral health.
  • Collaborate with CHC Managers on distribution and utilization of personnel to maximize skills and knowledge.
  • Develop and deliver in-service training and orientation for treatment and care of the patient population.
  • Lead and participate in peer review.
  • Direct the Quality Assurance/Improvement Program; develop clinic policies and procedures.
  • Review, formulate, and implement clinical protocols and priorities.
  • Ensure staff stay up to date on clinical protocols and evidence-based practice.
  • Maintain adherence to state and federal practice guidelines.
  • Responsible for clinic on-call schedules and rotation.

Community Health Assessment

  • Advise the CHC Division Director on development, monitoring, and implementation of Health Center services based on community health needs assessments.

Representation

  • Represent the organization with other medical professionals, Primary Care Associations, and other groups to foster positive relationships.
Education and Experience

Education: Graduation from an accredited medical school and completion of a 1-year internship.

Experience: Five (5) years of increasingly responsible medical experience in a primary care, family practice, or internal medicine clinic.
