Clatsop, Marion, Polk, Tillamook, and Yamhill counties.

Salary range
: S6485 - $9199 per month
(Salary placement is based on education, training, and relevant experience in accordance with the agency’s pay equity analysis and internal compensation practices.)

General DescriptionThe Program Manager is responsible for overseeing social service programs that support seniors and adults with disabilities, including Medicare Savings Programs, Medicaid, the Supplemental Nutrition Assistance Program (SNAP), and long-term services and supports. This position supervises and guides staff who administer these programs, ensuring services are delivered accurately, timely, and in compliance with state and federal requirements, agency policies, and contractual obligations.
The Program Manager is accountable for program performance, service quality, and equitable access to services for individuals and families in the community. This role also builds and maintains collaborative relationships with community partners, healthcare providers, and state agencies to support effective service delivery, promote person-centered care, and strengthen program outcomes.

- Provide oversight of social service programs serving seniors and adults with disabilities, including Medicare Savings Programs, Medicaid, the Supplemental Nutrition Assistance Program (SNAP), and related long-term services and supports.
- Supervise and support staff who administer benefits and services, ensuring accurate, timely, and compliant service delivery in accordance with state and federal requirements, agency policies, and contractual obligations.
- Monitor program performance, caseload activity, and service outcomes; review cases and quality assurance information to support continuous improvement.
- Analyze, develop, and implement policies, procedures, and operational practices to meet program goals and regulatory requirements.
- Promote person-centered, culturally responsive service delivery and ensure equitable access to services for diverse populations, including individuals with limited English proficiency.
- Build and maintain collaborative relationships with community partners, healthcare providers, state agencies, and service organizations to support effective service coordination and consumer safety.
- Model and promote agency values, effective communication, ethical conduct, and high-quality customer service.
- Identify and mitigate program and operational risks, including compliance, privacy, and mandatory reporting requirements.
Skills and Abilities
- Knowledge of public assistance and social service programs, including Medicaid, Medicare Savings Programs, SNAP, and services for seniors and adults with disabilities.
- Knowledge of state and federal regulations, confidentiality and privacy requirements, and mandatory reporting laws.
- Ability to supervise, coach, and support staff; assess performance; and foster a collaborative, accountable work environment.
