This position is flexible in hours between 20 to 40 hours a week. Compensation is dependent on experience and education.

JOB SUMMARY: The Certified Community Behavioral Health Clinic (CCBHC) Medical Director is a Psychiatrist, Physician Associate with specialty in Psychiatry, or a Psychiatric Mental Health Nurse Practitioner (PMHNP) who oversees all medical and psychiatric services performed in the CCBHC setting. A portion of the Full-Time Equivalent (FTE) of this position will be dedicated to administrative and leadership activities as detailed below.

In addition, the CCBHC Medical Director will also independently provide comprehensive outpatient psychiatric care to adults within the CCBHC, to include psychiatric evaluations, development of treatment plans, prescription of medications, and other appropriate therapeutic interventions with a focus on evidence-based, patient-centered care. This role requires strong collaboration with a multidisciplinary team to ensure holistic and integrated behavioral health care for patients.

Essential Functions

CCBHC Leadership Expectations and Administrative Responsibilities:

  • Ensures all CCBHC patients receive appropriate and effective psychiatric care and medical evaluation that is well-documented;
  • Participates in development and implementation of CCBHC policies, procedures, and protocols;
  • Works with the CCBHC Program Director to ensure adequate staffing throughout the CCBHC, including clinical, medical, and administrative leadership;
  • Manages all CCBHC psychiatric providers and include them in the development of therapies and programs as per individual skills and training;
  • Recruits, evaluates, and supervises CCBHC psychiatric providers, students/interns, nurses and medical assistants;
  • Ensures appropriate clinical supervision, performance evaluation and peer review of all CCBHC medical staff, including psychiatric providers, nurses and medical assistants, and provides group or individual training as indicated;
  • Collaborates with the CCBHC Program Director, Director of Psychiatric Services, and the Executive Team regarding development and review of CCBHC programs, positions, and budgets that impact medical services;
  • Works with the CCBHC Program Director to advise the CEO and Executive Team of the CCBHC’s programs, positions, and budgets that affect medical services;
  • Assists the CEO by participating in a relationship with the Board of Directors;
  • Professionally represents Best Care and the CCBHC at community meetings, and foster relationships with other community service providers;
  • Liaises with payors, including equivalent leadership in payor organizations;
  • Ensures ongoing quality assessment and improvement and participates in gap analysis and program development;
  • Provides oversight of utilization of all services of the CCBHC, including consideration of level of care criteria, and ensure appropriate handling of any adverse utilization review decisions;
  • Participates in the development of a clinically relevant outcome evaluation process;
  • Leads the development and implementation of primary care screening and monitoring of key health indicators and risks as stipulated in the latest version of the Oregon CCBHC Program Requirements;
  • Develops and maintains relationships with training programs that correspond with CCBHC staffing needs;
  • Additional duties upon approval of the employee and the Director of Psychiatric Services.
Clinical Care Delivery

  • Psychiatric Assessment:
    Performs thorough psychiatric evaluations, including history taking, mental status examinations, risk assessments, and diagnostic formulation. Assesses patients for mental health disorders, substance use disorders, and comorbidities;
  • Diagnosis and Treatment Planning:
    Develops differential diagnoses and formulate comprehensive, individualized treatment plans, which may include pharmacological and non-pharmacological interventions;
  • Medication Management:
    Prescribes and manages medications to treat psychiatric conditions, ensuring safe and effective use. Monitors for therapeutic effectiveness and side effects, adjusting treatment as needed;
  • Therapeutic Interventions:
    Provides brief psychotherapeutic interventions, such as Cognitive Behavioral Therapy (CBT), Motivational Interviewing (MI), and supportive therapy, especially for patients with mild to moderate mental health conditions;
  • Crisis Intervention:
    Manages acute psychiatric crises, including risk assessments for suicide, self-harm, and violence. Coordinates appropriate emergency interventions, such as hospitalization or referral to a higher level of care when needed;
