Lochner is hiring for a leadership role to expand and manage the Southern California Grant Writing and Management Practice. Under the direction of the Planning Discipline Lead, you will lead the continued expansion and performance of Lochner’s Southern California Grant Writing and Management Practice, and implement changes locally, including strategies, programs, and other initiatives. You will drive business development to pursue new opportunities within an ambitious growth plan, position and differentiate the team to win more projects, and increase the company’s market share, working with transportation clients and acting as a Subject Matter Expert in project delivery and oversight.

Responsibilities
  • Marketing and Business Development:
    Develop the vision and support business plans to drive regional growth in grant writing and management services; collaborate with the Marketing Manager on local marketing and growth strategies; ensure best practices in pursuit processes and client management; represent the firm at client meetings and industry events; build relationships with local leaders and participate in professional organizations; lead in forming strategic teaming partnerships;

    schedule periodic meetings with key client personnel in coordination with PMs and leadership.
  • Business Strategy and Implementation:
    Support development of practice-based action plans aligned with the regional business plan; ensure staff utilization compliance and address operational concerns to improve performance; assess talent needs and design leadership development strategies for future needs.
  • Finance and Operations:
    Ensure profitability of the grant writing and management practice and its projects; measure and monitor budgets and operational performance; communicate key metrics to leadership.
  • Operational Responsibility:
    Maintain a defined level of chargeability where possible; collaborate with other Practice Leads and the Southern California Planning Discipline Lead to support regional teaming; manage client communications and ensure satisfactory project production, QA/QC, and a positive client experience; oversee succession planning and conduct performance evaluations; ensure compliance with laws, regulations, and corporate policies; maintain effective communication across offices through meetings and written updates.
  • Results and Leadership:
    Demonstrate strategic thinking, drive results, lead change, lead people, and foster collaboration and client relationships; build team capability and contribute to the practice’s growth.
Qualifications and Experience
  • Minimum of 10 years of diversified experience in leading the development of competitive grant applications, researching grant funding opportunities, or managing and reporting on existing grant funds for public jurisdictions; experience with transportation-related grants is desired.
  • Experience delivering significant projects of scale with effective team and budget management; experience managing multiple on-call contracts involving grant research, writing, and management services.
  • Experience in transportation planning efforts (active transportation plans, roadway safety plans, corridor plans, comprehensive plans, complete streets plans, safe routes to school plans) is highly desirable.
  • Strategic and growth-minded leadership; track record of growing a business and building governance at project and business levels; strong client relationship skills and ability to develop trustworthy long-term relationships with stakeholders in the transportation industry; established local network with relevant partners such as public agencies.
  • Strong written and verbal communication skills; ability to engage internally and externally to drive team development and client engagement.
  • Bachelor’s degree required; technical education in urban planning, transportation planning/engineering, civil engineering, public administration, or similar field is desirable.
