The Technical Analyst Int facilitates the coordination and integration of program related activities along with vendor supported software and define system scope and objectives to meet the user needs. Through research and fact-finding from data extracts and system knowledge, the incumbent will assist the users in making informed decisions on their application requirements. The incumbent also provides technical consulting to end users on systems projects.

Responsibilities
  • Participates in a mission driven culture of high-quality performance, with a member focus on customer service, consistency, dignity, and accountability.
  • Assists the team in carrying out department responsibilities and collaborates with others to support short and long-term goals/priorities for the department.
  • Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time and form of desired results.
  • Prepares detailed specifications from which programs will be written.
  • Analyzes and revises existing system logic difficulties and documentation as necessary.
  • Analyzes program logic with upgrades to vendor changes as well as technical infrastructure impacts.
  • Makes recommendations and documentation to programmers for changes required.
  • Works directly with Programmer Analyst to define scope and requirements.
  • Prepares Quality Assurance (QA) methods to verify program and data integrity.
  • Works with Business departments to QA data to their satisfaction for program implementation to production.
  • Participates in progressively more complex projects and performs progressively more complex analyses.
  • Other projects and duties as assigned.
Possesses the Ability to
  • Establish and maintain effective working relationships with Cal Optima leadership and staff.
  • Communicate clearly and concisely, both verbally and in writing.
  • Utilize computer and appropriate software (e.g., Microsoft Office: Excel, Outlook, PowerPoint, Word) and job-specific applications/systems to produce correspondence, charts, spreadsheets, and/or other information applicable to the position assignment.
  • Work with Business departments to assist with their requirements and define options and methods to accomplish their desired results.
  • Analyze situations and methodically track down source of problems and define parameters.
  • Assist business with possible solutions and test scenarios for optimal outcome.
Experience & Education
  • Bachelor's degree in Information Technology or other related field and/or equivalent work experience required.
  • 2 years of Technical Analyst experience required.
Preferred Qualifications
  • 1 year of experience working with a major Managed Care application (e.g., Guiding Care, McKesson) preferred.
  • Some familiarity or work experience in the managed care industry preferred.
Knowledge
  • Microsoft Access, Word, Excel required. SQL Analyzer, MS Project and Visio a plus.
  • Basic computer hardware and software troubleshooting techniques is helpful.
  • Software applications:
    Facets, Care Management System, a plus.
  • Health Care, Managed Care, Claims, and Provider Operations extremely helpful.
