Overview

This position is open to current Colorado residents only

Please note:

This position is remote-based because it requires extensive travel within the state of Colorado, including overnight stays, and licensing of childcare agencies and facilities during all shifts, 5 days a week. The licensing specialist spends 3–5 days a week in licensed facilities and agencies performing job functions. Licensing specialists are required to be in person for PSU team meetings once per month.

The work schedule typically goes past 5 PM and/or requires travel across the state with overnight stays to fulfill duties.

Division

Division of Child Welfare:
Provider Services Unit

The Division licenses, manages, supervises, and provides statewide oversight for privately operated 24-hour childcare facilities and agencies, including Residential Child Care Facilities, Secure Residential Treatment Centers, Psychiatric Residential Treatment Facilities, Qualified Residential Treatment Programs, Homeless Youth Shelters, Specialized Group Homes and Centers, Child Placement Agencies, Adoption Agencies, Respite Child Care Centers, and Day Treatment Facilities across Colorado. The Provider Services Unit ensures health, safety, and well-being of youth and oversees licensing and monitoring of 24-hour facilities.

It audits and investigates licensing violations and related issues.

About this position

The position oversees Licensing Specialist roles responsible for issuing licenses and annual renewals for child placement agencies that provide adoption services. It serves as liaison to the Bureau of Consular Affairs with the Office of Children’s Issues, U.S. Department of State, keeps current on domestic and international adoption requirements, and supervises Licensing Specialists overseeing Child Placement Agencies conducting private adoption services.

The position supervises three Social Services IV – Licensing Specialists and two Social Services III - Compliance Coordinators within the Provider Development Unit. The role is home-based with travel required and is remote by design.

Summary of

Job Duties
  • Supervision of the Licensing Team: Directly supervises Licensing Specialists, conducts performance evaluations, develops operating procedures, trains staff, ensures policy and process alignment, and communicates operational information.
  • Quality Assurance, Technical Assistance, and License Approvals: Evaluates program quality and compliance, conducts inspections, provides technical assistance to licensed facilities, directs providers to improve programming, and serves as staff authority on child care and child welfare treatment protocols.
  • Rule Development and Consultation: Advises on statutes and rules, suggests rule changes, and collaborates with stakeholders to implement licensing and adoption practices; participates in Volume 7 rule development and revisions.
  • Caseload Carrying: Carries a small caseload of licensed agencies/facilities to maintain connection with the provider community and monitor compliance and trends.
  • Other Duties: All other duties as assigned by Division leadership.
Qualifications

Minimum Qualifications
Eight years of professional experience in an occupational field related to the work assigned, or an equivalent combination per options below:

  • Option 1
    - Experience:

    Eight years of professional experience (must be documented on application and supplemental questions).
  • Option 2 - Experience &

    Education:

    Bachelor’s degree in a related field AND four years of professional experience, or a combination of related education and experience equal to eight years.

Preferred Qualifications:

  • Masters Degree in Social Sciences
  • Experience with international adoptions and the Hague Convention
  • Experience supervising professional staff
  • Two or more years of work experience in human services or licensing
  • Knowledge of child welfare policies, residential standards, and licensing regulations
