The Welsh Language Facilitation Officer will support the development of a strong bilingual culture across the organisation, ensuring Welsh is used and promoted in line with the Welsh Language (Wales) Measure 2011 and the Welsh Language Standards (No.
7) Regulations 2018.

The role involves developing and delivering an ambitious yet realistic Welsh Language Work Plan, identifying opportunities for Welsh language awareness training, arranging access to Welsh language courses, and increased day-to-day use of Welsh in the workplace through a varied programme of activities and events.

The postholder provides advice and guidance to staff and managers on Welsh Language Standards compliance, supports the Head of Welsh Language Services and Compliance in monitoring and reporting requirements, and promotes positive attitudes towards bilingual working practices to ensure Welsh is treated no less favourably than English.

Main duties of the job

The post holder will advise and support the organisation in delivering the Welsh Language Standards, ensuring robust processes are in place to achieve legislative compliance.

They will provide guidance to colleagues at all levels, promote and share best practice across services, identify areas of non-compliance, and establish effective monitoring controls to reduce compliance and reputational risks for NWSSP.

The role will also support the development of a strong bilingual culture by assisting services to plan and deliver Welsh language services that are equal to English. This includes promoting Welsh through staff awareness training, coordinating Welsh language lessons with Learn Welsh providers, supporting staff participation, and delivering activities that encourage everyday use of Welsh across the organisation.

Job responsibilities

Key Areas of Responsibility

Welsh Language Standards Compliance & Governance
Lead and support delivery of the Welsh Language Standards across NWSSP, ensuring robust planning, implementation, monitoring and reporting across all four standards groups. Provide specialist legislative advice, identify risks of non-compliance, and support risk mitigation with senior leaders.

Strategic Planning & Performance Monitoring
Develop and support divisional action plans aligned to the IMTP, Welsh Language Standards and More Than Just Words. Maintain accountability through regular reporting, performance monitoring and continuous engagement with service leads.

Advice, Guidance & Best Practice
Provide expert advice to staff at all levels, identify and share best practice across services, support Welsh Language Impact Assessments, and ensure consistent application of standards across the organisation.

Training, Skills Development & Workforce Support
Increase Welsh language skills through induction training, awareness sessions, management training, and access to Welsh language courses. Maintain course participation data, monitor attendance and retention, and support workforce planning for Welsh language skill requirements.
