Job Profile

Under the general supervision of the Sergeant, Technical Crimes Unit, the Forensic Video Examiner is responsible for the scientific recovery, examination, clarification, evaluation and comparison of video evidence from digital or analogue sources (CCTV, taxicab camera systems, surveillance footage and camcorders). Examiners must use validated methods, remain current with digital imaging policies and technology, coordinate multiple projects, manage deadlines, and solve technical and legal issues to support police investigations across the service.

You

Will
  • Recover video evidence from digital or analogue video security systems or other seized video sources.
  • Liaise with internal and external stakeholders to prepare videos, images and timelines for court presentation and investigation purposes, ensuring forensic methods and admissibility.
  • Use specialized equipment, hardware and software.
  • Perform other duties as assigned.
Education & Qualifications
  • Grade 12 Diploma, GED or equivalent.
  • College diploma in video technology or a related discipline, or an equivalent combination of education and experience.
  • Minimum 3 years of related experience.
  • Advanced computer skills and adaptability to new technology.
  • Intermediate proficiency in Microsoft Outlook, PowerPoint, Adobe, Photoshop.
  • Analytical problem‑solving skills.
  • Organizational skills to coordinate multiple projects.
  • Ability to prioritize work and meet strict deadlines tied to court or investigation requests.
  • Develop and maintain accurate electronic record systems.
  • Ability to read and interpret equipment manuals, policies, procedures, product information, reports, safety rules, court documents and privacy laws.
  • Oral communication skills, including testifying in court.
  • Written communication skills to prepare technical reports and respond to emails.
  • Ability to deal with highly confidential and sensitive data and images.
  • Commitment to a positive, respectful, safe and healthy work environment.

Important: Applicants educated outside Canada must have education comparable to the minimum qualification in Canada. Applicants citing foreign credentials must provide an official academic assessment report issued by a recognized Canadian assessment service and must submit proof of a full‑time, two‑year post‑secondary program completed in Canada if they do not submit proof of Canadian Grade 12 completion.

Minimum Requirements
  • Canadian Citizen or Permanent Resident.
  • Minimum 18 years of age.
  • No involvement in any criminal activity within the last two years (including illegal drug use).
  • No criminal record for which a pardon has not been granted.
Conditions of Employment
  • Pass a Level 3 Winnipeg Police Service security check and maintain clearance.
  • Hold a valid Manitoba Class 5 Driver's License.
  • Successfully complete additional training as defined by the Service.
  • Maintain Law Enforcement and Emergency Services Video Association International, Inc. (LEVA) certification.
