The Role:

Monitoring and Evaluation Specialist (Remote)

FAO is seeking an experienced and passionate Monitoring and Evaluation (M&E) Specialist to join its global team under the Office of Climate Change, Biodiversity and Environment
. This consultancy position offers a unique opportunity to contribute to the design, implementation, and evaluation of FAO’s GEF‑funded projects worldwide — initiatives that drive measurable impact in sustainable food systems, forest management, biodiversity conservation, and climate resilience.

The selected specialist will work remotely, reporting to FAO’s GEF Coordination Unit or project Budget Holders, and may support one or more evaluations across FAO’s growing environmental portfolio, which currently exceeds USD 1.6 billion in project funding.

Key Responsibilities

The Monitoring and Evaluation Specialist will play a dual role — overseeing evaluation processes and contributing to project monitoring systems.

Evaluation Tasks (Mid‑Term Reviews and Terminal Evaluations)
  • Review and analyze project documentation, progress reports, and results frameworks.
  • Conduct data collection and analysis using both quantitative and qualitative methods.
  • Draft inception reports, theories of change, and stakeholder analyses.
  • Lead interviews and consultations with FAO teams, partners, and beneficiaries.
  • Produce comprehensive evaluation reports — identifying lessons learned, best practices, and recommendations.
  • Develop communication materials such as briefs, presentations, or summaries to share evaluation outcomes.
Monitoring and Project Support
  • Design or enhance monitoring and evaluation frameworks for projects and portfolios.
  • Track key milestones and indicators using FAO’s databases and dashboards.
  • Provide capacity‑building support to regional and national teams on M&E tools and systems.
  • Ensure compliance with GEF and FAO evaluation policies and reporting standards.
  • Support ongoing project supervision and learning processes through field missions or virtual engagements.
Qualifications and Experience

To qualify for this consultancy, candidates must demonstrate strong technical and analytical expertise in monitoring, evaluation, and learning — especially in international development or environmental management contexts.

  • Advanced university degree in social sciences, evaluation, economics, statistics, or a related field.
  • Relevant professional experience (1–10 years depending on PSA category).
  • Proven ability to design and implement M&E systems for large‑scale projects.
