The Property Appraiser 4, CVP conducts appraisals of all centrally valued properties (CVP) types (e.g., electric generation, transmission, distribution, renewable energy properties, mines, railroads, pipelines, telecommunications properties, airline flight property, among others), utilizing methods and techniques that comply with Arizona Revised Statutes, standard appraisal methods/techniques, and guidelines and rules of the Arizona Department of Revenue, to produce equitable valuations and uniform allocations of those values for property tax purposes.
This role may be called upon as an expert witness to review, discuss, and defend values in informal taxpayer conferences, before both judicial and administrative bodies and formally represent valuations on behalf of the Department and the State.
This position does not have direct reports.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties- Property Appraisals
- Determines the full cash value for centrally valued properties as assigned to include:
- Performs annual appraisals of centrally valued property, as assigned
- Prepares, creates, and facilitates appraisal exhibits and presentations for workshops, roundtable discussions, and classes to county assessor personnel.
- Compiles and analyzes data taking into consideration all relevant factors according to appraisal industry standards, e.g., construction costs, location, income, replacement costs, capitalization rates, highest and best use, comparable sales data, economic trends, market conditions, etc.
- Provides recommendations on issues and presents alternatives as appropriate to assignment
- Works closely with other agency staff, county assessors’ offices, property owners and real estate industry representatives in researching property values, property classification, component data, sales transaction information, etc.
- Writes comprehensive appraisal narratives, as needed.
- Performs appraisals of county valued property types, as needed or requested by the District
- Performs on-site inspections and site visits involving in-state travel.
- Representing Valuations
- Prepares reports and presents the Department's position in taxpayer's conferences.
- Prepares and provides testimony at the Board of Equalization and in the Superior Court.
- Data Integrity / Custodian of Records
- Notifies taxpayers of annexations periodically throughout the year and ensures up-to-date CVP/CCIS (Centralized County Information System) database land files and cost records.
- Works within the CCIS to ensure up-to-date tax area codes
- Annual Reports
- Reviews and revises annual reports forms for assigned centrally valued properties.
