About CASA of Oregon

CASA of Oregon (Community and Shelter Assistance Corp.) is a 501(c)3 non‑profit organization dedicated to the development of affordable housing, with a focus on rural areas and agricultural workers. CASA offers the largest network of Individual Development Programs in the nation through its Family Economic Development Program. The organization assists residents in manufactured housing communities to purchase and operate their communities, and also operates an $20 Million Community Development Financial Institution (CDFI).

Position Overview

This is a full‑time hybrid role for a Real Estate Development Program Manager based in Oregon. The Real Estate Development Program Manager will oversee affordable housing and community facility projects, conduct feasibility studies, secure funding, coordinate with stakeholders, and ensure compliance with regulations. The role involves significant project management, budget oversight, and collaboration with various teams. While able to conduct some work from home, the candidate will be required to attend specific on‑site tasks and meetings.

Range

The starting salary range for this position is $85,950 - $100,955.

Qualifications
  • Project management and budget oversight skills.
  • Experience with affordable housing development and regulatory compliance.

  • Familiarity with rural and agricultural communities preferred.
  • Bachelor's degree in Real Estate, Urban Planning, Public Administration, or a related field preferred.
  • Experience with non‑profits and community development preferred.
Position Duties and Responsibilities
  • Identifies and works with project sponsors (housing authorities, nonprofit organizations, growers, local governments) and/or homeowners to effectively develop multi‑family, single‑family and community facility projects.
  • Performs outreach to communities regarding farm‑worker and affordable housing issues and development processes.
  • Analyzes feasibility of proposed projects in various markets; prepares market studies when necessary.
  • Inventories and selects project sites; obtains necessary land use and environmental approvals.
  • Assembles and manages the development team, including project sponsor, architect, builder, property manager, lenders, and investors; authorizes contract terms.
  • Prepares and revises development and operating budgets.
  • Secures and administers project financing (local, state and federal grants, conventional and subsidized loans, state and federal tax credits, private foundations and trusts, tax exemptions and in‑kind donations).
  • Reviews documents, including design, construction agreements, and finance documents.
  • Oversees construction; attends inspections; prepares draw requests and change orders.
  • Prepares and/or oversees preparation of property management documents.
  • Develops and oversees project timelines; files required reports.
  • Conducts surveys for farm workers in potential project areas.
  • Coordinates and convenes conference.
  • Coordinates work and projects with housing specialists.
  • Assists other CASA departments (e.g., procuring funding).
  • Assists co‑workers, as needed, coordinate project schedules, as needed, with other projects; assists with general operations of the office, engages in fundraising activities for the organization.
  • Other duties as assigned.
