Deputy CDBG-DR Project Manager - Hybrid; North Carolina

Overview

Deputy CDBG-DR Project Manager at ICF’s Disaster Management Division supports North Carolina recovery from Hurricane Helene, managing disaster recovery programs and projects. Full‑time, benefits‑eligible, based in North Carolina with expected travel and remote work‑from‑home.

• Assist the Project Manager in providing overall leadership to teams implementing post‑disaster recovery efforts.
• Deliver on all program deadlines and support infrastructure, economic revitalization, and public service program objectives.
• Serve as an expert on policy and regulatory issues, developing written materials, managing staff, and providing training and technical assistance.
• Work directly with the client and stakeholders to provide advisory/consulting services.
• Schedule and assign staff; allocate resources and assess risk.
• Coordinate various components that contribute to the project as a whole to ensure on‑time delivery.
• Ensure that deliverables and deadlines are met keep all parties informed of progress and any outstanding issues.

• Bachelor’s degree.
• 5+ years of in‑depth experience with the Department of Housing and Urban Development’s Community Development Block Grant Disaster Recovery (CDBG‑DR) program.
• Able and willing to travel (flight/vehicle) for program needs as directed.
• Must have a valid U.S. driver’s license and successfully pass a Motor Vehicle Records (MVR) check.

• 5+ years of experience in project management.
• Experience in disaster recovery.
• Certification as a Project Management Professional (PMP).

• Ability to be flexible to handle multiple priorities and to work limited overtime as necessary.
• Excellent communication and customer service skills and exhibit a high level of professionalism in all communications.
• Strong analytical, problem‑solving and decision‑making capabilities.
• Team player with the ability to work in a fast‑paced environment.
• Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel).
