Head of Business Assurance - 2 year Fixed Term Contract

As we continue to enjoy an exciting period of growth in the UK, we are looking for additional resources to support us with our upcoming projects. The Head of Business Assurance & Compliance will lead all contract‑wide governance, assurance, and compliance functions within the project. This role provides strategic oversight and leadership across standards compliance, intellectual property rights (IPR), risk management, safety, environmental management, quality assurance, SLNT coordination, DVS compliance, and training governance.
The role ensures that all business support functions operate cohesively and in alignment with contractual obligations, TfL policies, relevant UK legislation, and industry best practice.
- Develop, implement, and maintain the project's SHE Management Plans, and other deliverables related to SHE in alignment with contractual requirements.
- Provide leadership to all contract‑wide business assurance functions, ensuring consistent standards, processes and controls.
- Develop and maintain the overarching Assurance and Compliance Framework for the programme.
- Oversee the work of:
Standards Compliance Manager, IPR Manager, SLNT Coordinator, Risk Manager, Training Manager, Quality Manager, Environment Manager, Safety Manager, and DVS Coordinator. - Ensure all activities adhere to TfL regulations, UK legal requirements, industry standards and company policies.
- Act as the senior escalation point for all business assurance matters.
- This is a senior leadership role requiring a strong ITIL‑based service management background, proven people leadership, and demonstrable success in high‑volume, time‑critical IT operations.
- Degree in engineering, business management, risk, governance, or related field, with extensive experience in these fields.
- Relevant professional certifications preferred, e.g. Chartered Quality Professional (CQI), NEBOSH Diploma, IRCA Lead Auditor (ISO 9001/14001/45001), PRINCE2 / MSP / APM qualifications, Risk Management certification (IRM, MoR).
- Proven senior leadership experience in governance, assurance, compliance or risk management in complex programmes.
- Experience working with UK public‑sector clients (ideally transport or infrastructure; TfL experience an advantage).
- Strong understanding of UK safety, environmental and quality management standards.
- Demonstrated experience leading multi‑disciplinary teams.
- Experience designing and implementing compliance frameworks or assurance regimes.
- Strong leadership and influencing skills.
- Excellent communication and stakeholder engagement abilities.
- Ability to analyse complex issues and develop pragmatic solutions.
- High degree of organisation, structure and attention to detail.
- Ability to work under pressure and manage competing priorities.
- Strong understanding of governance frameworks and UK compliance standards.
