This position oversees programs and services that help older adults access needed services and benefits, and support informal caregivers. This ranges from legal or tax assistance to benefits screenings to emergency financial assistance to care planning to end of life care planning.

CompensationFrom $60,557.53 (Dependent upon relevant education, experience, and preferred qualifications).
Schedule, Post of Duty, & Travel Requirements- 37.5 hours weekly, primarily Monday-Friday, 8:30 a.m. – 5:00 p.m.
- This position is located at the Katie Building (600 South Country Club Road, Tucson AZ 85716).
- Some remote work may be available.
- Some travel is required between PCOA and community locations.
Duties & Responsibilities
- Manages the daily operations of programs providing rights, benefits, and caregiver support services, ensuring compliance with PCOA’s mission, contractual requirements, and agency and program policies and procedures.
- Recruits, supervises, trains, and evaluates staff and volunteers; sets expectations; monitors performance; and ensures effective and efficient use of program resources.
- Oversees service delivery functions, including referral assignment, review and approval of client emergency fund requests, coordination of supports and services, and development and delivery of educational presentations.
- Cross‑trains in program functions to provide leadership coverage, coaches staff, and identifies operational gaps or opportunities for service improvement.
- Ensures program administrative functions are maintained and current, including the development, organization, implementation, and staff training related to policies, procedures, and team resources.
- Coordinates and collaborates with subcontracted agencies and internal PCOA departments to support aging and caregiving trainings and services.
- Promotes PCOA and program services through community outreach, presentations, resource and health fairs, written materials, and digital platforms.
- Provides and oversees community education on aging services, benefits navigation (including ALTCS), care planning, and end‑of‑life planning.
- Monitors program performance and funding compliance, including required data tracking, outcome measurement, and monthly, quarterly, and annual reporting.
- Provides consultation, guidance, and technical assistance to PCOA staff and volunteers, particularly for complex or high‑need cases.
- Supervises the work of others, including planning, assigning, and scheduling work, reviewing work, and ensuring quality standards.
- Assists in the hiring, terminating, training, developing, performance review, and corrective action plans for staff.
- Communicates progress reports and analysis to leadership, staff, and volunteers.
- Plans and coordinates the development, implementation, and execution of programs, special projects, and other initiatives designed to achieve the overall mission, goals, and objectives of the program.
- Assists in the development and administration of budgets, policies, projects, and programs.
- Utilizes technical expertise to complete all assigned tasks with an emphasis on quality and timeliness.
- Develops strategic partnerships with community representatives, external agencies, and other organizations.
- Ensures that work adheres to local, state, and federal governmental regulations, and other applicable rules and requirements.
- Uses virtual collaboration platforms to perform work as necessary (e.g. Zoom or Teams).
- Facilitates individual and team meetings and huddles and ensures staff attends required trainings and agency‑related events.
An equivalent combination of education and experience related to the position may be considered.
- A Bachelor’s degree in Human Services, Social Work, Advocacy, Gerontology, or a closely related field; a Master’s degree is preferred.
- At least three (3) years of experience in social work, advocacy, psychology, or related field; four (4) years is preferred.
- At least two (2) years of experience in a lead or supervisory capacity; two (2) years is preferred.
