Responsibilities
  • Provide technical and strategic support to the implementation of resilience programmes in conflict-affected regions of Georgia, anchored in collaboration with the FAO Regional Office for Europe and Central Asia (REU).
  • Strengthen programme coordination, support adaptive and conflict-sensitive approaches, and advise the Regional Office on resource mobilization and strategic partnerships, including engagement with donors, international financial institutions and development partners.
  • Lead project formulation teams (multidisciplinary) within the Regional Office for Europe or globally, with travel in the Region and globally as required.
  • Provide leadership and strategic guidance for planning, implementation and monitoring of the FAO Conflict Prevention Portfolio in Georgia.
  • Supervise the FAO Project Offices in Sukhumi and Zugdidi, including staff management, premises, equipment and office security; oversee project governance and compliance with donor requirements.
  • Lead Project Steering Committee and Project Task Force meetings; review and endorse project work plans, reports and outputs in line with logframes, budgets and standards.
  • Oversee monitoring of project budgets; review and approve budget revisions; ensure accurate financial and narrative reporting.
  • Ensure high-quality project data and documentation in FAO corporate systems (e.g., FPMIS).
  • Supervise staff under the FAO Project Offices and provide managerial guidance; oversee administrative and operational support for timely delivery of activities.
  • Lead resource mobilization efforts for the FAO Conflict Prevention Portfolio in Georgia, including identifying funding opportunities and coordinating project appraisals.
  • Support liaison with the Ministry of Foreign Affairs and State Minister of Reconciliation, coordination with Abkhazia Support Partnership (ASP), UN Agencies and Geneva International Discussions (GID); represent FAO as required in the absence of the FAOR.
Resource Mobilization and Partnership Support
  • Support REU in resource mobilization efforts with emphasis on the European Union.
  • Lead project formulation for country-level proposals and document preparation for potential tenders.
  • Support other country offices in resource mobilization through engagement with EU officials in Brussels as needed.
  • Develop technical documents to inform REU on policy changes (EU regulations, Green Deal, etc.) and align REU programmes with EU funding priorities.
  • Develop project proposals for regional or global funding projects funded by the EU or other partners.
  • Interact with regional and global teams on resource mobilization; provide support to FAO units as required.
  • Lead multidisciplinary project formulation teams and missions as required.
Qualifications
  • Advanced university degree in agriculture, forestry or related FAO-mandated area.
  • Ten (10) years of relevant experience in project or programme management.
  • Working knowledge of English; knowledge of Russian is an advantage.
FAO Core Competencies & Technical Skills
  • Excellent communication skills and ability to convey complex ideas clearly.
  • Strong skills in resource mobilization and interpersonal relations.
  • Experience in conceptualising and writing large EU funding proposals.
  • Experience in multiple locations or field positions is desirable; broad programme management experience.
  • Computer literacy with spreadsheets, databases and electronic tools.
  • Understanding of the agricultural sector in the region and programme development experience in the region.
  • Experience in resource mobilisation and development of FAO-related programmes.
  • Experience in programme and project management at field level.
