Duties & Responsibilities

Purpose of Position:

Under direction, with wide latitude for independent initiative and judgment, is responsible for organizing, directing and coordinating the activities of Divisional Directors to ensure the promotion of Divisional and System policies and programs. May serve as the Deputy to the Assistant Vice President and assumes full responsibility and authority in the latter's absence in the delegated areas of authority.

Essential Duties and Responsibilities:
1. Directs, coordinates and evaluates operations of divisional departments and departmental directors.
2. Represents the Assistant Vice President in matters involving City, Regional, State and/or Federal agencies.
3. Assists in the establishment of programs and policies reflecting the philosophy and objectives of this Division.
4. Attends staff meetings and reviews budget submissions.
5. Provides recommendations and directions regarding proposed projects and/or other related programs.
6. Performs other tasks as assigned by the Assistant Vice President.
7. Acts as liaison with other departments to assist in providing technical services.
8. Acts in lieu of the Assistant Vice President in their absence and in designated operational areas.

Minimum Qualifications
1. Master's degree from an accredited college or university in Healthcare Administration, Health Care Planning, Business Administration, Public Administration or a related discipline; and seven (7) years of progressively responsible experience in health and medical service administration, public administration,personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning,liaison and inter-organizational relationships, or related administrative or managerial functions; or
2.Bachelor's degree from an accredited college or university in disciplines, as listed in "1" above; and eight(8) years of progressively responsible experience in areas, as listed in "1"; or
3.Satisfactory equivalent combination of education, training and/or experience. However, all candidates must have a minimum of a Bachelor's degree in disciplines, as listed in "1" above.

Department Preferences

Educational Level:

• Bachelor's degree in Engineering from four-year college or university required, with mechanical or electrical engineering preferred.
• And/or Master's degree in a relevant field preferred.

Years of

Experience:

• Minimum of eight years of related experience in the energy management field, ideally including demonstrated expertise with:
• Energy cost/utility rate analysis
• Demand response and load management programs and controls
• Building energy and water efficiency audits (both onsite and remote)
• Energy analysis and calculations involving industrial/large commercial building systems and controls (e.g., HVAC systems, boilers, chillers, variable speed drives, generators, lighting, and controls)
• Building system commissioning, retro-commissioning, and optimization, including HVAC optimization
• Technical project management for energy and water conservation projects
• Energy and sustainability program development and management

Certification(S)/NYS Licenses:

• CEM
• PE and LEED accreditation preferred

Special Equipment/Machines Operated:

• Advanced knowledge of Microsoft Office
  -Word, Excel, and PowerPoint.
• Database and reporting systems.

Knowledge, Skills, Abilities and other Requirements:

• Financial and budgeting knowledge:
  In-depth knowledge of financial terms and principles (IRR, NPV, SPB). Capacity to conduct complex financial analysis. Capacity to forecast and prepare budgets.
• Building systems knowledge:
  Strong knowledge of building systems (mechanical, electrical, and envelope) and energy efficiency technologies. Capacity to evaluate new technologies on an engineering basis. Familiarity with ANSI/ASHRAE 90.1- 2013 or later.
• Technical project management knowledge:
  Knowledge of energy project implementation, including lighting and controls projects. Familiarity with project management operations, including project planning, scope development, design and construction management, and project close-out.
