The Position: The Portfolio Strategy Manager works under the general direction of a department administrator and is a new position in our Asset Management and Development Department that will provide direct oversight and strategic leadership to three intersecting department priorities:
- Perform and lead complex financial analysis and modeling to support future reinvestment planning efforts for agency-owned properties and limited partnerships
- Facilitate and lead interagency working groups focused on short- and long-term real estate repositioning activities, including early planning and feasibility for redevelopment or rehabilitation, as well as property dispositions
- Navigate and support the agency and HUD process from project concept through design and construction
Over the next 5 years, the selected candidate and their team will:
- Drive advancement in the agency’s implementation of a new real estate portfolio planning framework
- Support financial planning for major real estate repositioning projects, and build out a repositioning financing schedule
- Define and implement the agency’s long-term real estate repositioning strategy
The ideal candidate for this role is an experienced, relational, people and program manager who centers equity, customer service, and personal responsibility and accountability in your work.

- Bachelor's degree in public policy, business administration, finance, economics, or related field.
- May substitute with 4 additional years of relevant work experience for the required degree.
- 7 years of directly relevant experience in real estate repositioning, economic or housing development, public finance, or other related fields.
- Provide technical expertise, strategic leadership, and oversight of a team focused on financial planning for high-quality and high-impact capital improvements that center on SHA residents
- Partner with agency personnel and stakeholders to develop and implement a new working group supportive of real estate repositioning activities
- Implement and support change management activities, including the development of new procedures, policies, and data systems to support team activities and priorities
- Develop, implement, and evaluate programs, with support from the division administrator and staff
- Coach and evaluate staff, support professional development, and provide human resource management for assigned teams
