Division Description

The Business Services Division is dedicated to helping NYC small businesses start, operate, and thrive in New York City, while also leading systemic changes to improve the regulatory environment for businesses.

Business Incentives Unit

The Business Incentives Unit is part of the agency’s Division of Business Services (DBS). The Unit serves to promote, identify and assist businesses, access and apply for federal, state and municipal incentives to encourage business retention, relocation and expansion within neighborhoods of NYC.

Job Description

The Executive Director oversees the daily operations and staff dedicated to ensuring incentive programs based at SBS – including but not limited to Energy Cost Savings Program (ECSP), Lower Manhattan Energy Program (LMEP), and Grant Programs. The Executive Director ensures the timely program services including, but not limited to the review of applications, support documents and related staff assignments across all incentive programs.

This position reports to the Assistant Commissioner of Business Incentives. Specific responsibilities include:

  • Oversee the day-to-day operations of staff working on incentive programs, including intake, application process, and ensuring the submission of on-going compliance documents
  • Sets, tracks and reports on goals and KPIs for the team to ensure performance measures are properly and accurately recorded and met; problem solves to overcome any challenges to attaining goals.
  • Monitors the progress the applications and implementation of the benefits recipients
  • Verifies that formal benefit conferral documents, once executed, have been transmitted to client and appropriate utility company
  • Leads biweekly meetings with Utility Customer Account teams resolving any case disputes and benefit reconciliation
  • Provides technical assistance to ECSP recipients and other City agencies on incentives, including Utility reporting requirements, and schedule adjustments
  • Reviews mandatory reporting to ensure continued compliance with the program requirements.
  • Conducts and assists in developing, implementing annual/multi-year strategic plan
  • Identifies opportunities to implement new processes to improve the experiences of businesses and improvements in staff performance and workflow
  • Identifies professional development opportunities that are aligned with the overall strategy and builds the staff capacity
  • SBS liaison for ECSP and LMEP with regulated utilities (e.g. Con Ed, National Grid, PSE&G Long Island), as well with CBO partners and other government agencies (e.g. DOF, EDC) in addition to providing guidance and information on SBS incentives
  • Monitors compliance of utility companies with ECSP rules to deliver ECSP utility credit
  • Manages special projects as assigned by senior management

Additional Information

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37. However, the nature of the role requires a strong in-person presence, and responsibilities may include travel around the 5 boroughs of NYC and on-site engagements as needed.
