Project Director – V2X Inc
Overview: The Program Director for the NSF Antarctic Science and Engineering Support Contract (ASESC) will provide program management of logistical services in support of scientific research in and around the Antarctic region, with additional locations in California, Chile, and New Zealand. This permanent full‑time position is CONUS based in Colorado Springs, CO, but remote work is permissible with visits as needed.
Interim consulting employment is offered immediately; full‑time employment is contingent upon contract award. The role requires senior management leadership, balancing V2X objectives with the NSF Office of Polar Programs (OPP) mission to advance science research and education. Responsibilities include overall contract performance, strategic planning, long‑range vision for USAP goals, project planning, cost control, and coordination with the OPP.
- Promote the support mission to enable the advancement of world‑class polar science through a flexible and fully integrated program management approach.
- Cultivate program integrity and innovation, combining high ethical standards and professionalism with forward‑thinking and creativity.
- Establish long‑range goals, plans, and policies consistent with OPP objectives.
- Develop, implement, and enforce policies and procedures to improve overall effectiveness.
- Guide the ASESC program using People, Processes, and Technology to achieve USAP objectives.
- Act as overall manager and administrator for the contract effort.
- Serve as the primary interface and point of contact with government authorities and representatives on program/project and contract administrative issues.
- Supervise operations by developing management procedures, controls, and directing project execution.
- Develop positive relationships between the NSF, stakeholders, and V2X.
- Maintain close contact with the Contracting Officer at each site(s).
- Maintain partnership with the Government PM and all NSF and stakeholder communities.
- Coordinate operational matters and liaise with the NSF and stakeholders.
- Interface with V2X to resolve problems beyond the Program's capability.
- Focus on morale and welfare of employees; provide a safe and healthy work environment.
- Ensure close collaboration with the NSF at each site for clear understanding of capabilities and support actions.
- Enhance logistical efficiency through communication and cooperation.
- Review daily activities with each Site Manager to identify and resolve mission constraints.
- Ensure Site Managers publish Operating Instructions containing specific responsibilities for V2X personnel IAW the Quality Control Program Plan.
- Provide guidance and direction to V2X management staff.
- Enforce standards of performance and disciplinary discipline.
- Interview prospective managers and assist in selecting new employees.
- Approve personnel actions such as promotions, transfers, and disciplinary actions recommended by Site Managers.
- Manage the V2X operating budget, approve project costs, and identify cost‑saving initiatives.
- Allocate resources to meet mission requirements and avoid over‑tasking logistics.
- Plan and direct project execution while monitoring progress.
- Maintain a customer‑oriented approach.
- Approve Special Certification Appointments.
- Extensive knowledge of US Government logistics concepts and procedures.
- Strong communication, interpersonal, leadership, and managerial skills with a background in building and leading diverse teams.
- Demonstratly strong financial management skills.
- Familiarity with multiple Government contracting types (e.g., cost‑plus, CPFF, CPAF, T&M, FPFF, FPAF, FPIF).
- Ability to forecast future budget requirements and manage budget execution to meet performance objectives.
- Professional and courteous interaction with customers and employees.
- US citizen.
- Bachelor’s degree in Engineering (PE certification/licensure highly preferred) or Earth and/or Geo Sciences (PhD highly preferred).
- Ten years of management and supervisory experience within the last fifteen years in polar operations or similar expeditionary environments, or equivalent NSF, NASA, DOE, NOAA, or military experience.
- Experience managing or supervising 800+ personnel in expeditionary and/or contingency environments preferred.
