Program Management (PM) Center Senior Functional (CSF)As the Program Management (PM) Center Senior Functional (CSF), you'll be at the helm, orchestrating the strategic development and unparalleled performance of our PM workforce. You'll shape policy, ignite workforce development initiatives, and serve as the senior PM advisor to the AFRL Command Staff. As the prime link with higher headquarters, you'll be empowering a world-class PM team, driving innovation, and accelerating AFRL's mission!
- Functional Policy and Process: Develop, implement, and maintain PM policies, processes, and guidance for the AFRL enterprise, encompassing areas such as PM planning, scheduling, baselines, and risk management; and workforce management and development.
- Program Management Advisor and Expert: Manage all day-to-day Program Management CSF activities on behalf of AFRL, escalating unresolved significant issues through appropriate channels. Serve as the senior PM expert to the AFRL Commander and Executive Director.
- Organizational Support: Coordinate with organizational directors to appoint Organizational Senior Functionals (OSFs) for PMs within their respective organizations. Ensure collaboration across organizations and consistent support to the mission organizations.
- Workforce Planning and Development: Manage PM workforce planning and development for AFRL, recommending personnel and position movements to ensure organizational depth and breadth. Develop and maintain standardized criteria for hiring, personnel development, and education and training actions. Develop and execute strategies to address AFRL’s PM workforce needs, to include conducting PM workforce gap analysis, recruitment activities, succession planning, and career broadening.
- AFRL Representation: Serve as the primary AFRL interface with higher headquarters and other organizations on PM matters.

Required Qualifications- United States Citizenship.
- Ability to obtain and maintain a Top Secret security clearance.
- This is a drug testing designated position.
- A bachelor’s degree from an accredited institution.
- At least one (1) year of specialized experience at the next lower grade (DR/DO‑03/GS‑14 equivalent), or equivalent experience in other pay systems.
- Demonstrated experience in Program Management, policy development, or enterprise‑level functional leadership.
Experience in one or more of the following areas is highly desirable:
- Development and implementation of PM policy, processes, or governance.
- Workforce development, talent management, or enterprise‑level functional oversight.
- Leading cross‑organizational PM initiatives or communities of practice.
- Experience interfacing with higher headquarters or external oversight organizations.
- Strong communication, collaboration, and strategic planning skills.
