Position: *Program Manager

Job Description

Join us at the Center for Public Management (CPM) – a department within the College of Continuing Education at the University of Oklahoma – where we provide public‑sector agencies, staff, service providers, clients and community partners training, research and consulting support for professional and programmatic development. We deliver cost‑effective, customer‑oriented solutions tailored to unique needs and situations.

Position Overview

The Program Manager oversees operations and directly supervises staff involved in child support policy research, analysis and development; training and curriculum development; strategic planning and project management; and web content management. The role may support a hybrid remote work schedule and requires a national background check and fingerprint search.

Job Duties (Representative)
  • Supervise up to 11 full‑time staff, including hiring, coaching, training, resolving personnel issues and conducting performance evaluations.
  • Oversee day‑to‑day program operations and ensure deliverables are met.
  • Align program deliverables with strategic outcomes.
  • Meet with stakeholders to discuss program status and goals.
  • Manage the program budget.
  • Interface with university departments, funding sources, outside organizations and state or government agencies.
  • Maintain effective professional and team relationships aligned with CPM core values.
  • Perform additional duties as needed to fulfill the position’s functions.
  • Assess program effectiveness and identify improvement areas.
Job Requirements

Required

Education and Experience:

Bachelor’s degree AND 48 months of program development, program management, or related experience.

Equivalency Substitution: 48 months of related experience in lieu of the Bachelor’s degree for a total of 96 months of related experience.

Skills
  • Strong communication and rapport building with students, faculty, and staff.
  • Proficiency in Microsoft Office.
  • Highly organized, able to manage multiple projects and deadlines.
  • Ability to read and interpret policy, state and federal regulations.
  • Effective evaluation of projects/programs and production of comprehensive reports.
  • Strong supervisory skills and clear communication of directions and expectations.
  • Proactive problem‑solving initiative.
  • Collaborative team orientation.
  • Demonstrated communication experience.
Certifications

Valid Driver’s License.

Physical & Environmental Requirements
  • Engagement in repetitive motions.
  • Standard office environment; frequent exposure to pressure from deadlines and busy periods; potential travel and interdepartmental contact.
Departmental Preferences
  • Master’s degree.
  • Experience working with government, public sector or non‑profit agencies.
  • Fostering a collaborative work environment.
  • Experience with OU systems, processes and procedures.
  • Experience managing learning and development using online delivery and virtual in‑person training.
Supervision

Senior Curriculum Specialists, Technical Writers, Instructional Designers, Senior Administrative Support Specialists, and Project Coordinators.
