About the JobWe’re seeking a skilled and experienced Senior Commissioning Manager to develop and lead large‑scale commissioning strategies to transform the lives of working‑age adults in Luton. The Commissioning Service sits within the broader Population Wellbeing Directorate and works with health partners and the voluntary and community sector to find innovative and workable commissioning solutions. This senior leadership role will drive forward the delivery of our ambitious plans—with a specific focus on transforming services for residents who experience poor mental health and/or have a Learning Disability.
Responsibilities include developing and delivering a refreshed Learning Disability Strategy for the borough, commissioning innovative new accommodation models in partnership with health partners, and reviewing our Day Centre / Community opportunities offer to maximise independence and wellbeing of working‑age adults.
Applicants for this role will need to be able to meet work demands, targets and deadlines and also have the ability to manage staff and budget responsibilities. Please note this role does not attract sponsorship.

- Passionate about working with residents, partners and staff to transform services to maximise outcomes and Value for Money
- Experience leading strategic commissioning projects and programmes to improve the lives of adults with mental health needs or learning disabilities
