Who We Are And What We Do
The Hallmark Cards entities operate four core businesses: greetings and retail through Hallmark Cards; television production through Hallmark Media and the Hallmark Channel; the Crayola arts and crafts company; and the Crown Center retail and hospitality complex in Kansas City. The Hallmark Legal Division handles legal matters for Hallmark’s four businesses, oversees Hallmark’s Government Affairs, and assists a private trust company that serves the family of the company’s founder.

We are seeking a sophisticated and motivated Government & Legal Affairs Strategist to help with activities across these functions.

WHAT YOU’LL BE DOING & THE IMPACT YOU’LL MAKE

The Government and Legal Affairs Strategist leads the organization’s Political Action Committee (PAC), setting its mission, goals, and overall direction. This highly visible role engages closely with executive leadership and external stakeholders, ensuring that PAC operations, outreach, and communications are strategic, transparent, and fully compliant with federal and state regulations.

The strategist also represents the organization at key political, advocacy, and community events. A major focus of the position is fundraising and donor engagement, including developing solicitation strategies, organizing campaigns, and cultivating relationships with donors, political leaders, candidates, and community partners. The strategist manages PAC communications—such as newsletters, presentations, and digital content—while keeping stakeholders informed about political developments. They work across the organization and with legislative and regulatory bodies to support policy goals, monitor regulatory changes, and develop communications that strengthen advocacy efforts.

In addition to PAC leadership, the role provides legal affairs support by assisting corporate officers with maintaining official records, drafting minutes and resolutions, and preparing a wide range of legal documents under attorney supervision. This includes agreements related to investments, partnerships, real estate, services, and confidentiality. The strategist also handles filings for legal entities, such as forming LLCs and drafting operating agreements, ensuring accurate documentation and ongoing compliance.

Basic Qualifications

The following are required to be considered for this role:

  • Law Degree (Juris Doctor) OR bachelor’s degree and at least 5 years of relevant paralegal experience OR bachelor’s degree and at least 5 years of government affairs experience

Preferred Qualifications

  • Professional communication skills, both verbal and written, to work with all levels of internal personnel, clients, external resources, and regulatory authorities
  • Strong familiarity with FEC compliance (reporting, disclaimers, limits) and campaign finance regulations
  • Ability to maintain strict confidentiality and privacy (internally and externally) with a professional demeanor
  • Strong analytical and problem-solving skills, with a high level of attention to detail
  • Strong people skills – able to work effectively with a diverse mix of team members
  • Strong organizational and project management abilities
  • Strong understanding of state and federal political processes
  • Understanding of partnerships and LLCs, and investment vehicles
  • Highly organized, autonomous, and collaborative
  • Proficiency in Microsoft Office and database management tools
  • Ability to work independently and manage multiple priorities
  • Willingness to learn new areas outside of experience, including trusts and estates and tax

Additional Details

  • This position offers a hybrid work arrangement, with collaboration in person at our Kansas City, MO headquarters and the flexibility of remote work. Work from home Mondays and Fridays; in-office at least two days per week (Tuesday, Wednesday and/or Thursday).
