Overview
The Public Utility Commission of Texas (PUCT) is a state agency regulating electric, telecommunication, and water and sewer utilities. The organization supports the Commission’s decision-making and adjudicatory responsibilities through the Office of Policy and Docket Management (OPDM). The office provides legal research, analysis, and drafting support to the Commissioners, and coordinates with Administrative Law Judges and staff to ensure compliance with statutory and procedural requirements, including the Open Meetings Act.

Position and Career OpportunityLaunch your legal career as a Post-Graduate Legal Advisor with the PUCT in OPDM. This position offers recent law school graduates hands-on experience in administrative law and utility regulation, while supporting the Commission Advising section in complex regulatory and contested cases. The role involves legal and policy research, reviewing filings, drafting memoranda and briefing materials, and assisting attorneys in advising the Commissioners on high-impact issues affecting electric, telecommunications, and water and sewer utilities.
The research and writing-intensive role is designed for individuals sitting for the Texas Bar Exam in February and provides a pathway to promotion to Attorney I upon licensure.
- Conduct legal and policy research and analyze regulatory issues affecting electric, telecommunications, and water and sewer utilities.
- Review filings, draft memoranda and briefing materials, and assist attorneys in advising the Commissioners.
- Support the Commission Advising section in complex regulatory and contested cases.
- Collaborate with ALJs, legal assistants, and APS staff to ensure timely and accurate processing of dockets.
Minimum qualifications
- Graduation from an accredited law school with a Juris Doctor (JD), Doctor of Jurisprudence, or Master of Laws (LLM) degree.
- Registered to sit for the February Texas Bar Examination.
Additional Requirements
- Continued employment beyond the release of Texas Bar Examination results is contingent upon successful passage of the Texas Bar and meeting the qualifications for promotion to Attorney I.
Preferred Qualifications
- Internship experience relating to electric, telecommunications, or water and sewer utilities or with a regulatory state agency.
The PUCT operates on a standard Monday–Friday schedule, 8:00 a.m. to 5:00 p.m. with the option to request an alternative schedule in accordance with the agency policy. Telecommuting may be approved by the supervisor, based on business needs. New hires may become eligible to telecommute after 30–90 days, subject to supervisor approval and training requirements.
