* * The N.C. Office of the Commissioner of Banks (NCCOB) is responsible for the chartering and regulation of North Carolina's state banks, trust companies, mortgage companies, as well as registration and licensing of various financial institutions operating in North Carolina. Our mission is to promote and maintain the strength and fairness of the North Carolina financial services marketplace through the supervision and regulation of financial service providers in that marketplace.
** Description of Work
** The NCCOB is seeking a journey level paralegal to support and assist three (3) agency attorneys including the general counsel. If no journey level candidates are identified, contributing level will be considered. The legal division provides legal support, analysis, and guidance on all areas of NCCOB supervision. This position supports attorneys in their provision of such guidance and analysis and supports internal hearing officers.
This position reports directly to the general counsel of the NCCOB.
The position will:
• Coordinate with the NCCOB legislative liaison, senior staff, and attorneys to monitor state and federal legislation pertaining to financial institution supervision;
• Prepare and review corporate filings for supervised entities and coordinate with internal and external stakeholders to ensure accuracy and completeness of all supervised filings;
• Under direction of supervising attorney, prepare correspondence, orders, and final agency decisions;
• Provide support to hearing officer in the course of administrative hearings and help prepare preliminary hearing documents;
• Analyze and research moderately complex issues of law and assist in the drafting of motions, orders, and other case documents;
• Organize case records and coordinate work with other staff members;
• May serve as the agency records custodian and serve as a liaison with the Department of Natural and Cultural Resources on records related issues including agency retention schedules; and
• Administer proceedings related to bond claims and the collection and distribution of civil money penalties.

/Management Preferences
** Recruitment range: $40,000 to $60,000.Paralegals perform a full range of professional legal services for the Office and the State Banking Commission (“SBC”).
** Technical Knowledge:
** Comprehensive knowledge of resources needed to stay current in area of practice and a conceptual understanding of financial regulation. Ability to operate a variety of word processing, spreadsheet, database, presentation, research, e-mail software, videoconferencing, and legal project management applications.
** Legal Project Management:
** Ability to establish procedures to collect, review, and maintain information. Able to provide comprehensive management for multiple cases or projects including those involving complex issues; coordinates the work of others, possibly the efforts of staff in other work units; works independently.
** Litigation Support:
** Comprehensive knowledge of the area of law, judicial procedures, and administrative hearings; independently follows legal procedures that may involve complex matters; manages tasks or staff involved in legal proceedings; works independently under the direction of an attorney.
** Legal Research:
** Comprehensive knowledge of case law, statutes, and legislation. Comprehensive knowledge of legal terms and definitions, including those relevant in more complex matters; studies and applies primary and secondary legal authorities. Independently pursues relevant issues; recommends application of findings.
