Iowa Attorney General Brenna Bird seeks an Attorney to serve in the Revenue Section.
Description
Attorneys in the Revenue Section represent the Iowa Department of Revenue before courts and administrative tribunals and provide legal advice to the agency on matters related to its operations. This specific position will assist the client in the fields of taxation, trial and appeal matters in both state and federal court, and tobacco related matters.
Requirements and Preferences
Candidates must have a passion for public service and possess exceptional skills in statutory construction, administrative law, legal writing, and providing written and oral advice to agency staff. Probate experience preferred. This position requires a license, or the ability to obtain a license, to practice law in Iowa.
Key Duties and Responsibilities
- Represent the Iowa Department of Revenue before courts and administrative tribunals, including litigation, preparation of legal briefs, and argumentation in legal proceedings.
- Research and review tax law and regulations, revenue rulings, formal opinions, and guidance documents to ensure consistent application of tax laws.
- Provide legal counsel to the Iowa Department of Revenue on various agency matters, encompassing guidance on complex tax laws, regulatory compliance, and justice.
- Advise and represent the Department of Revenue on a variety of taxes, such as personal and business income, sales/use, franchise, alcohol, cigarette, excise, property, and special local option taxes; render decisions on the points of law or construction of an act and direct corrective action, payment or relief as provided under the laws or regulations.
- Prepare and review legal orders and formal responses to tax opinion requests made to the Attorney General or Department of Revenue; draft official documents as needed.
- Enforce state laws regulating tobacco manufacturing, import, and sales; manage legal interests in tobacco litigation, settlement enforcement, and challenges from tobacco companies. Ensure compliance with the master settlement agreement, escrow statutes and regulated registrations.
- Interpret and apply complex state and federal tax statutes and regulations, providing clear, written and oral legal guidance to revenue agencies, courts, and other officials.
- Conduct sophisticated legal research; write high-quality legal materials, including pleadings, motions, memoranda, and opinions.
- Work alongside other government attorneys and agencies, including technical support to communities and local officials on tobacco and revenue issues.
Preferred Qualifications
- Must be licensed to practice law in Iowa or able to obtain a license within six months of job offer.
- Exceptional abilities in legal writing, research, and statutory analysis.
- Passion for public service, with demonstrated experience or training in tax or administrative law.
- Ability to manage multiple complex assignments and meet deadlines.

Pay and Benefits
Annual pay ranges from $62,337.60 – $96,699.20, depending on experience. Flexible work-from-home schedules, excellent work-life balance and benefits.

Minimum Qualification Requirements
Applicants must have graduated from an accredited school of law to qualify for positions in this job classification.
Additional Qualification Requirements
At the time of appointment, employees in this class are required to have been admitted to the Iowa State Bar and appropriate federal courts.
