One of the ways we serve the State of Arizona is to oversee the Workers’ Compensation System. We are currently looking for a talented individual who will provide technical expertise and knowledge to advance the priorities of the Division and Agency.
ResponsibilitiesThe Workers' Compensation Manager (Assistant Special Fund Manager) works closely with the Special Fund Manager to oversee the daily operations and staff of the Special Fund Division to create and maintain a positive team culture focused on proactive claims management. This division provides workers' compensation benefits for employees injured while working for "uninsured employers", continues workers' compensation benefits for injured workers of bankrupt self-insured employers, reimburses insurance carriers and self-insured employers for certain apportionment claims, provides certain vocational rehabilitation benefits for qualified injured workers, and continues supportive care medical benefits for pre-1973 workers' compensation claims.
The Workers' Compensation Manager is responsible for the implementation of short-term and long-term strategies to ensure that the Commission meets its statutory obligations in these areas as set forth in A.R.S.§ 23-901 et seq (Arizona Workers' Compensation Act) and all other applicable laws and rules. The position supervises 8-15 direct and indirect reports in compliance with all rules, regulations, procedures, state personnel statutes and regulations, and performs other duties and responsibilities described herein.
Skills & Abilities (KSAs)
Knowledge needed:
- Arizona workers’ compensation statutes, rules of procedure, regulations, Court of Appeals and Supreme Court decisions regarding workers’ compensation law
- Workers' compensation claims processing procedures and best practices
- Federal and State vocational rehabilitation laws
- State personnel rules
- Medical terminology and treatment protocols, and Occupational Disability Guidelines
- Federal laws such as Family Medical Leave Act, Americans with Disabilities Act, HIPAA and Social Security rules and regulations as they might relate to workers’ compensation issues
- Knowledge of the insurance industry claims adjusting standards and practices
- General knowledge of other state agencies, such as Department of Insurance and their role in the workers’ compensation process
- Process and information management principles and practices, including the use of technology to improve processes
Skills needed:
- Organizational, analytical, managerial and supervisory skills
- Process business acumen, management skills including workflows and information management
- Strong leadership and time management
- Communication skills, both verbal and written
- Advanced computer skills, including database and view center systems, and Microsoft Office programs

- To analyze and resolve complex insurance claims matters with claimants, attorneys, employers, insurance carriers and third party administrators

- To analyze statistical data and develop reports
- To effectively train internal and external customers in small and large group settings
Ideal candidates will have:
- Two (2) plus years’ experience in the management of a workers’ compensation claims department or a similar department responsible for Arizona workers’ compensation claims; 5 plus year experience as a claims adjuster processing Arizona workers’ compensation claims. Past experience in the design, development and/or implementation of claims procedures and workflow. Advanced knowledge of MS Office.
- An Arizona Claims Adjuster license and/or Workers Compensation Claims Administrator/Workers Compensation Claims Professional designations.
This position may offer the ability to work a hybrid remote work schedule (1 or more days per week), based upon the department s business needs and continual meeting of expected performance measures.
