Overview

The City of Oxnard's Human Resources Department is seeking a Learning and Development Specialist, Sr., to join its Learning and Development Team.

The ideal candidate will demonstrate strong technical proficiency, sound judgment, and the ability to independently coordinate complex processes while providing responsive and knowledgeable support to departments and staff.

The Learning & Development team strengthens organizational effectiveness by supporting more than 1,800 employees across 12 municipal departments through training, performance management, and employee engagement programs. In partnership with Human Resources and City leadership, the team ensures training is in alignment with citywide priorities and promotes a culture of continuous learning.

What You'll Do
  • Administer and maintain the City's learning and performance management system, including user account management, data reconciliation, report generation, and system troubleshooting.

  • Serve as a subject-matter resource for training requirements, evaluation processes, and system functionality, providing troubleshooting and technical assistance.

  • Coordinate logistics for departmental and citywide training programs, including scheduling, communication, materials preparation, and recordkeeping.

  • Generate and distribute reports related to training participation, compliance, and evaluation completion.

  • Coordinate the City's annual performance evaluation process, monitor completion rates, enforce timelines, and provide technical guidance to supervisors and staff.

  • Provide programmatic support for onboarding and employee engagement initiatives aligned with the City's learning and development programs.

  • Contribute to internal communications efforts, including the biweekly employee newsletter and monthly interdepartmental meetings.

Distinguishing Characteristics

This classification is distinguished from the Administrative Services Specialist in that it serves as a subject matter expert in providing specialized paraprofessional functional/program support and may serve as a lead worker or directly supervise the work of others.

Supervision Exercised / Supervision Received

May serve as a lead worker, assigning work and monitoring work completion. Receives general supervision on routine items which are performed according to established standards and procedures and receives specific work instruction regarding non-routine matters and deadlines.

Work Schedule

The normal workweek is Monday through Thursday 8:00 am to 6:00 pm and alternating Fridays 8:00 am to 5:00 pm. This position may be required to be available to work additional hours as needed to respond to workload needs. This position is governed by the overtime provisions of the federal Fair Labor Standards Act and is eligible for overtime pay. The standard work environment varies depending on assignment but is typically determined by each position, which is primarily in an office setting or out in the field.

The City does not offer hybrid or remote work.

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.

  • Provides specialized management service support in assigned functional area or program; coordinates, reviews and oversees related work and program activities; may work as a liaison with contracted vendors supporting functional programs. May serve as a lead worker assigning and monitoring work completion.
  • Receives and responds to internal and external customer inquiries. Researches, analyzes, troubleshoots, and provides information and support related to functional area or program assignment.
  • Coordinates, monitors and responds to complex information and record requests; researches related data and information; explains and interprets information related to processes and procedures.
  • Prepares, maintains and updates system information, databases, tracking systems, logs, correspondence, and/or other related documents; oversees and provides for the maintenance of files, records, data and functional/program documentation.
  • Performs other duties of a similar nature and level as assigned.

  • Preparing interview materials and processing job offers;
  • Conducting employee on-boarding process;
  • Assisting employees with benefit questions and processing benefit transactions;
  • Working with benefit providers to resolve discrepancies or issues;
  • Assisting with FMLA documentation;
  • Assisting with retirement/separation consultations;
  • Screening liability insurance certificates for contractor agreements.
Minimum Qualifications
