Testing Manager

BMA is seeking a Testing Manager to support the DLA JETS Defense Agencies Initiative (DIA) Program Management Office (PMO) program. This is a fully remote position and contingent on contract award.

• The Testing Manager leads and supervises the contractor test team supporting the DLA DAI PMO.
• Responsible for planning, executing, and overseeing complex test programs supporting the DAI Oracle EBS R12.2 platform, ensuring system functionality, compliance, interoperability, and alignment with statutory, regulatory, and mission requirements.
• Translate complex ERP program requirements into structured, testable objectives and develop comprehensive test strategies that integrate Agile methodologies, Dev Ops pipelines, cybersecurity controls, and enterprise release management processes.
• Independently assess system performance against stated requirements and provide leadership-level recommendations based on detailed analysis of test results.
• Primary Duties and
  
  Responsibilities include:
• Provide Test Program Leadership and Supervision.
• Lead a team of test specialists supporting system, regression, integration, acceptance, performance, and automation testing efforts.
• Manage execution of complex, enterprise-level test cycles for Oracle EBS R12.2 releases.
• Oversee coordination of system, end-to-end, and user acceptance testing across functional and technical domains.
• Ensure test activities align with DAI release schedules and the Integrated Master Schedule.
• Provide Test Strategy Development and Planning.
• Develop and maintain the overall DAI test strategy including test objectives, methodologies, automation strategy, test cycle structure, risk-based testing prioritization, and entry and exit criteria.
• Analyze and recommend test plans, detailed test objectives, safety reviews, and cycle timing.
• Design comprehensive and executable test programs that account for platform constraints and enterprise dependencies.
• Ensure requirements traceability across user stories, use cases, and test cases.
• Support Requirements Translation and Traceability.
• Translate complex program requirements, ERP configurations, and enhancement requests into measurable, testable objectives.
• Apply use cases and user stories to develop functional and technical test cases.
• Validate that test coverage addresses financial compliance, ERP business rules, system integrations, and security requirements.
• Provide Oracle EBS R12.2 Platform Testing Oversight.
• Lead testing efforts specific to Oracle EBS R12.2 modules and configurations.
• Validate system behavior across financial modules, supply chain components, interface integrations, workflow configurations, and customizations and extensions.
• Ensure compatibility with system operations, infrastructure, and Dev Ops release pipelines.
• Support Agile and Dev Ops Integration.
• Operate within an Agile development environment.
• Coordinate with Product Owners, Scrum Masters, and development teams during sprint planning, backlog refinement, and release planning.
• Integrate automated testing into CI/CD pipelines.
• Ensure regression test suites support rapid deployment cycles.
• Support Performance, Automation, and Data Analysis.
• Oversee development and maintenance of automated test scripts using designated automated testing tools.
• Lead performance and load testing efforts to evaluate system stability under operational conditions.
• Analyze output data and interface results to identify functional defects, performance bottlenecks, integration failures, and compliance deviations.
• Provide Independent Assessment and Reporting.
• Independently assess system performance against functional, technical, financial, and compliance requirements.
• Provide detailed analysis to the Government Program Manager and leadership.
• Prepare formal test reports and status briefings for milestone reviews and governance boards.
• Identify risks and recommend mitigation strategies related to release readiness.
• Support Cross-Functional Coordination.
• Work with diverse stakeholders.
• Ensure testing artifacts are integrated into acquisition documentation and milestone packages.
• Coordinate cybersecurity and RMF validation testing.

There is a Secret Security clearance requirement for this position.

• Relevant certification from a nationally recognized technical authority such as ISTQB, CSTE, PMP, or equivalent.
• 5+ years of relevant experience in software application testing.
• 5+ years of Oracle EBS R12.2 platform experience.
• Experience supervising a team of test specialists and managing complex test programs.
• Experience with system testing, regression testing, acceptance testing, end-to-end testing, performance testing, and automation testing.
• Experience working in an Agile environment.
• Experience developing and maintaining automated test cases using designated tools.
• Knowledge of system operations, engineering, and Dev Ops integration.
• Familiarity with commercial test environments and standard operating procedures.
