About this Role
Imagineeer is seeking a Business Analyst/Data Liaison to support enterprise data modernization and digital transformation initiatives within federal healthcare and defense environments.

- Gather, analyze, and document business and functional requirements for enterprise data platforms and modernization initiatives
- Develop artifacts including:
Business Requirements Documents (BRDs), Functional Requirements Documents (FRDs), Use cases and user stories, Process flow diagrams and gap analyses. - Map operational requirements to compliance frameworks including: NIST SP 800-53, RMF (Risk Management Framework), FedRAMP Moderate/High, HIPAA, DoD 5400.11-R privacy requirements
- Support requirements analysis for systems integrating: MHS GENESIS, TRICARE, United States Transportation Command
- Conduct stakeholder interviews and working groups across clinical, logistics, operational, and IT domains
- Perform business process modeling and re-engineering analysis
- Identify compliance risks, control gaps, and mitigation strategies
- Support development of ATO documentation and traceability matrices
- Participate in Agile ceremonies and backlog refinement
- Ensure requirements maintain end-to-end traceability through design, development, testing, and deployment
- Support audit readiness activities and documentation reviews
- 5–10+ years of experience as a Business Analyst supporting DoD or federal agencies
- Experience supporting enterprise IT, data, or healthcare modernization programs
- Strong understanding of federal compliance frameworks (NIST 800-series, RMF, HIPAA)
- Experience developing detailed requirements documentation in regulated environments
- Familiarity with zero-trust principles and ICAM policy impacts on workflows
- Experience conducting business process mapping and gap analysis
- Strong written and verbal communication skills
- Experience supporting Agile or hybrid delivery environments
- Able to obtain a public trust clearance
- Experience supporting Military Health System modernization initiatives
- Familiarity with IL4/IL5 cloud-hosted environments
- Experience supporting federal acquisition efforts (FAR/DFARS familiarity)
- Knowledge of data governance and records management requirements (FRA/NARA)
- Experience supporting AI/ML-enabled analytics initiatives
- Certification such as CBAP, PMI-PBA, or Agile-related credentials
- Experience handling Controlled Unclassified Information (CUI)
- Strong stakeholder facilitation and executive briefing capabilities
- Active DOD clearance
