The Trainer SME provides expert cybersecurity education leadership for PRISM, developing, delivering, and continuously improving cybersecurity awareness and training programs. This role validates training content, mentors trainers, leads training initiatives, and supports stakeholder outreach to strengthen cybersecurity knowledge and adoption across the organization.
Key InformationWork Location: Primarily off-site (contractor location). Occasional meetings may be required in the Baltimore/Washington, DC area, including at CMS facilities.
Travel: No travel is expected or required; but the initial few weeks on-site presence may be required based on work needs.

Security: Ability to obtain and maintain Public Trust 6 (PT6) background investigation for CMS logical access.
Accessibility: All training deliverables (content, communications, and virtual classes) must be Section 508 compliant.
Responsibilities- Develop, deliver, and continuously improve cybersecurity awareness and training programs aligned to PRISM outcomes.
- Create and maintain training materials (e.g., presentations, job aids, videos, guides) and ensure all deliverables are Section 508 compliant.
- Validate training content for technical accuracy, relevance, and effectiveness; incorporate stakeholder feedback and performance metrics.
- Mentor and guide other trainers; lead training initiatives and establish consistent delivery standards.
- Support outreach and engagement activities, including seminars and targeted communications to drive awareness and adoption.
- Collaborate with the LMS Administrator to publish and maintain course content in the Power Train (Calisto) LMS and to support reporting/analytics.
- Coordinate training schedules and logistics; ensure course materials are delivered to participants in advance when required.
- Track training performance and satisfaction metrics and implement improvements to meet or exceed expected feedback targets.
- Contribute to PRISM knowledge-gap remediation by tailoring training and resources to address identified needs.
- Bachelor’s degree in Cybersecurity, Information Technology, Education/Instructional Design, or a related field (or equivalent experience).
- At least 5 years of experience developing course content and providing training (required).
- 7+ years of experience delivering cybersecurity education, awareness, or training programs for technical and non-technical audiences.
- Strong knowledge of cybersecurity concepts (e.g., phishing/social engineering, identity and access management, incident response, secure data handling).
- Demonstrated experience developing engaging learning content (eLearning and/or instructor-led) and measuring training effectiveness.
- Experience delivering training via virtual platforms and ensuring Section 508-compliant content and delivery.
- Ability to obtain and maintain CMS Public Trust 6 (PT6).
- Professional cybersecurity certification (e.g., Security+, CISSP, CISM, GIAC).
- Experience supporting federal cybersecurity/privacy programs and training requirements.
- Experience with LMS platforms (especially Power Train/Calisto) and learning analytics.
