The IT Digital Transformation & Innovation Analyst supports and advances Cap Metro’s digital modernization and innovation efforts within the Information Technology division. This role strengthens IT’s ability to plan, communicate, and deliver digital transformation initiatives that promote adoption, collaboration, and continuous improvement across the organization. This role complements Organizational Strategy & Projects by focusing on innovation culture, change readiness, communication, and adoption, ensuring IT-led technology and process improvements are clearly communicated, broadly understood, and successfully adopted.
Responsibilities, authority, and leadership scope vary by level, with advanced levels managing complex initiatives and serving as transformation leaders.

- Support, contribute to, lead, and/or manage IT digital transformation initiatives aligned with organizational goals and operational priorities.
- Promote a culture of experimentation, learning, and innovation within IT to advance modernization efforts.
- Support the development, testing, scaling, and sustainment of innovative ideas that improve technology delivery and business outcomes.
- Support, contribute to, develop, and/or execute communication, readiness, and adoption plans for technology and process initiatives.
- Equip IT managers and staff with tools, resources, and strategies to lead through transformation (scope varies by level).
- Identify potential resistance and develop strategies to increase engagement and adoption.
- Collaborate closely with Organizational Strategy & Projects to align IT transformation initiatives with enterprise priorities, planning cycles, and agency-wide communication.
- Partner with People & Culture and Learning & Development to support change readiness, leadership enablement, and training alignment for technology rollouts.
- Coordinate with internal communications stakeholders to ensure consistent and effective messaging related to IT initiatives.
- Work across IT leadership, technical teams, and business partners to identify opportunities for innovation, efficiency, and continuous improvement.
- Participate in governance, planning, and decision-making forums to represent IT innovation and adoption perspectives.
- Support, contribute to, develop, and/or manage metrics and feedback loops to assess adoption, engagement, and readiness.
- Use data, insights, and lessons learned to continuously refine transformation and innovation efforts.
- Support, contribute to, lead, and/or manage project teams composed of internal and external technical and non-technical staff to ensure successful delivery and adoption.
- Build strong, customer-focused relationships with stakeholders by understanding needs, addressing challenges, and providing timely, effective communication.
- Follow Capital Metropolitan Transportation Authority safety and security policies, integrate safety into all work activities, and report safety or security concerns.
- Perform other duties as required in support of Capital Metro Strategic Goals and the IT Vision, Mission, and Objectives.
This role is not a project or portfolio management position. Org Strategy & Projects manages enterprise-level projects, timelines, and performance tracking. The IT Digital Transformation & Innovation Analyst IV focuses on how IT leads digital transformation—through innovation culture, change readiness, and clear communication—ensuring that technology-driven change is effectively adopted across the agency.
QualificationsWHAT YOU BRING
- Bachelor’s degree in Organizational Change, Information Systems, Communications, Public Administration, Business, or a related field. Additional related experience may substitute for degree on a year-for-year basis up to four years. Related experience and/or industry recognized or professional certifications (e.g., CompTIA, Cisco, Google, Linked In Learning, Microsoft and other certification providers) consistent with the required qualification may substitute for educational requirements on a year for year basis for up to four (4) years.
At least two (2) years of progressively responsible experience leading digital transformation, organizational change, or innovation initiatives.
Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, SharePoint, Teams and Outlook, or similar software.
Experience in a public-sector, transportation, or infrastructure organization preferred.
Certification(s) in Change Management, Agile, or related methodologies preferred.
