JOB DETAILS

The Agency Application Architect will play a key role in communication and facilitation between Program Partners, Vendors, DAFS IT Procurement, and the Office of Information Technology. This position will primarily support Maine

IT’s Vendor Management Team. This role involves advanced technical services work, focusing on the architecture of highly complex computer systems. The position is primarily responsible for overseeing vendor-managed applications, ensuring compliance with Maine

IT policies, and supporting Maine

IT team members.

KEY RESPONSIBILITIES Procurement Strategy and Planning
  • Provide architectural leadership during procurement planning to ensure proposed solutions align with agency IT strategy, enterprise standards, and statutory requirements.
  • Translate business and technical needs into clear, measurable architectural requirements suitable for inclusion in RFPs and SOWs.
  • Advise program staff on appropriate solution approaches (build vs. buy vs. integrate) based on cost, risk, sustainability, and long-term support considerations.
  • Identify opportunities to standardize technologies and reduce duplication through coordinated procurements.
RFP Development and Evaluation
  • Develop and review technical sections of RFPs, including architecture, security, integration, scalability, and non-functional requirements.
  • Define objective, testable evaluation criteria to assess vendor compliance with architectural standards and agency policies.
  • Participate as a technical evaluator, scoring proposals and documenting findings in accordance with procurement rules and audit requirements.
  • Identify architectural risks and assumptions in vendor proposals and communicate them clearly to stakeholders.
Contracts, SOWs, and Amendments
  • Review and contribute to contract and SOW creation, ensuring architectural requirements are enforceable and clearly defined.
