- Own a functional or business domain with minimal guidance, serving as the primary analyst point of contact for assigned initiatives.
- Run discovery sessions, facilitate requirements workshops, clarify scope, and negotiate acceptance criteria with business owners and stakeholders.
- Elicit, analyze, and document business, functional, and non-functional requirements in support of enterprise systems and workflow solutions.
- Create detailed process maps, data mappings, workflow diagrams, and edge-case scenarios to fully describe current and future states.
- Develop and maintain Agile artifacts including epics, features, user stories, acceptance criteria, and traceability documentation.
- Write high-quality user stories that are ready for sprint execution and require minimal rework by development teams.
- Analyze current-state business processes to identify inefficiencies, risks, technical constraints, and opportunities for automation or improvement.
- Demonstrate sufficient understanding of the system landscape to identify obvious technical dependencies, constraints, and integration considerations.
- Partner with developers and architects to contribute to effort estimates, sequencing decisions, and scope trade-offs.
- Ensure requirements are clear, testable, and aligned with applicable governance, security, accessibility, and compliance standards.
- Support test planning, user acceptance testing (UAT), and validation of delivered capabilities against approved requirements.
- Provide functional insight during defect triage, sustainment activities, and technical debt remediation efforts.
- Maintain transparent and consistent communication with stakeholders regarding scope, priorities, risks, and delivery status.
- Contribute to functional documentation, knowledge transfer artifacts, and release readiness activities as needed.
- 3–6 years of experience as a Business Analyst or Functional Analyst supporting enterprise systems, with the ability to own a domain area with minimal guidance.
- Demonstrated experience leading discovery sessions, clarifying scope, and negotiating acceptance criteria with stakeholders.
- Proven ability to create detailed process maps, data mappings, and edge-case analyses to support solution design and testing.
- Strong understanding of system landscapes sufficient to identify technical constraints, dependencies, and integration impacts.
- Experience contributing to effort estimates in partnership with developers and architects.
- Demonstrated success writing user stories that move into sprints with minimal rework from development teams.
- Familiarity with Agile delivery practices, including backlog refinement, sprint planning, and iterative execution.
- Strong analytical thinking, organizational skills, and attention to detail.
- Excellent written and verbal communication skills, with the ability to engage both technical and non-technical audiences.
- Ability to operate effectively in dynamic environments with evolving priorities and multiple stakeholders.
- Experience working with Federal agencies, particularly the Department of Veterans Affairs, is a plus.
- Exposure to enterprise platforms that support workflow automation, case management, or configurable / low-code solutions.
- Familiarity with records management, auditability, compliance, or governance-driven business processes.
- Experience using Agile lifecycle and collaboration tools such as Jira or Confluence.
- Experience supporting both enhancement delivery and ongoing system sustainment.
Bachelor’s degree in Computer Science, Engineering, or a related discipline, or equivalent experience.
ClearanceMust be able to obtain and maintain a Public Trust clearance.
