IT Business Analyst, Data Analyst

The individual in this position reports directly to the assistant technology officer of application development. This position performs professional and technical work related to the analysis, design, and testing of software applications, and will be expected to coordinate business between IT and the business team. This position works in our office in Jefferson City, Missouri but is eligible to work from home one to two days a week after 90 days of employment.
HowYou'll Spend Your Time
- Translates business requirements into clear,detailed functional requirements to guide software design and development.
- Documents current state (as-is) business processes to identify inefficiencies, gaps, and improvement opportunities, and analyzes complex business problems to assist in developing IT solutions.
- Serves as a liaison between IT and business units, facilitating effective communication to ensure solutions align with business objectives.
- Participates in all phases of the software development lifecycle (SDLC) from problem identification through deployment to ensure alignment with business strategies.
- Conducts quality assurance testing and coordinates end user testing.
- Assesses existing information technology systems and recommends enhancements to better meet business needs. Evaluates technical options, limitations, costs, and risks; and communicates these aspects between IT staff and business partners to shape requirements accordingly.
- Understands strategic business needs and plans system enhancements.
- Facilitates stakeholder discussions to resolve competing priorities and escalates issues where appropriate.
- Maintains regular and reliable attendance.
- Performs other duties as needed or assigned.
- Bachelor's degree in business analytics, computer systems, or information technology [or equivalent years of experience].
- Business analysis certification (e.g., CBAP) is preferred.
- Prior pension experience preferred.
- Experience with the software development lifestyle (SDLC).
- Experience with SQL queries is preferred.
- Experience with Microsoft Azure Dev Ops and scrum methodology is preferred.
- Experience determining the explicit and implicit needs and requirements of various stakeholders.
- Ability to quickly learn the objectives, structures, operations and policies of a new business area.
- Strong problem resolution, negotiation and influencing skills.
- Demonstrated ability to engage both IT staff and business partners to achieve target outcomes.
- Proven interpersonal skills and an ability to influence senior leaders and peers.
- Demonstrated ability to communicate complex technical information in a condensed manner to various stakeholders verbally and in writing.
- Experience creating documentation such as business cases, process mapping, or business requirements summaries.
- Adaptability and willingness to learn new skills.
- Ability to communicate effectively with end-users and peers.
- Ability to maintain confidentiality.
- Ability to demonstrate integrity and a high degree of ethics.
- Ability to establish and maintain positive working relationships with MOSERS staff, MOSERS members, outside vendors, and other contacts.
