Program OverviewRIVA Solutions supports the National Telecommunications and Information Administration (NTIA) in delivering and operating a Salesforce-based grants management and stakeholder engagement platform that enables NTIA to administer large-scale broadband and digital equity programs.
The platform—commonly referred to as the NTIA Grants Portal (NGP)—supports the full grants lifecycle, including application intake, eligibility validation, federal review workflows, post-award monitoring, reporting, and external stakeholder engagement. It underpins major national initiatives such as Broadband Equity, Access, and Deployment (BEAD), Digital Equity, Middle Mile, and Tribal Broadband programs, serving state, local, and tribal partners nationwide.
RIVA’s role includes Salesforce platform architecture and development, secure integrations, data migration, Agile delivery, change management, and operations and maintenance, ensuring the system remains scalable, secure, compliant, and responsive to evolving program requirements.
Position OverviewRIVA Solutions is seeking a Salesforce Architect to own the end-to-end technical design and architecture of the NTIA Salesforce Grants Portal. This role ensures all platform enhancements are scalable, secure, compliant, and aligned with NTIA architectural, security, and data standards.
The Salesforce Architect leads solution design strategy, enforces a configuration-first approach prior to custom development, and ensures technical consistency across Scrum teams, integrations, and external-facing functionality. This individual works closely with product owners, UX designers, data integration teams, developers, and security stakeholders to validate feasibility, define reusable patterns, and reduce rework by guiding teams toward best-practice solutions.
Core Responsibilities- Own end-to-end Salesforce technical architecture, ensuring scalability, performance, and long-term maintainability
- Lead solution design and enforce a configuration-first approach before introducing custom development
- Ensure all platform enhancements align with NTIA security, architectural, data model, and compliance requirements
- Define reusable design patterns, technical standards, and naming conventions across teams
- Collaborate with product owners, UX, data, and development teams to validate feasibility and technical clarity of requirements
- Oversee integration architecture with internal and external systems (e.g., APIs, Mule Soft, ETL pipelines)
- Support Dev Ops alignment, CI/CD practices, version control discipline, and environment strategy
- Review technical designs, solution documentation, and story sizing prior to sprint execution to reduce rework
- Mentor development teams and provide ongoing technical guidance and architectural oversight
- Participate in backlog refinement, technical reviews, and design walkthroughs
- Support security reviews, platform assessments, and technical due diligence required for go-live and ongoing operations
- Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related field (or equivalent experience)
- Minimum 10 years of experience in Salesforce architecture, solution design, or enterprise application architecture
- Experience architecting Salesforce solutions for federal programs, grants management, or large-scale enterprise systems
- Deep expertise in Salesforce configuration-first design, including Flows, Omni Studio, and declarative automation
