The Program Delivery Director provides overarching leadership and accountability for the consistent, high-quality execution of delivery across all projects and portfolios within the VEMSIS contract. This role collaborates closely with the Program Manager and Portfolio Managers to ensure that all work streams align with contractual obligations, meet delivery standards, and deliver measurable client value.

DUTIES AND RESPONSIBILITIES
  • Delivery Oversight:
    Lead and coordinate delivery execution across multiple portfolios, ensuring alignment with program objectives, contract requirements, and client expectations.
  • Governance & Standards:
    Define, implement, and enforce standardized delivery frameworks, processes, and quality assurance practices across all teams.
  • Cross-Portfolio Management:
    Identify, manage, and resolve risks, issues, and dependencies that span multiple projects and portfolios.
  • Escalation Management:
    Act as the senior escalation point for delivery challenges that cannot be resolved at the project or portfolio level.
  • Team Leadership &

    Coaching:

    Provide guidance and mentoring to Portfolio Managers, Project Managers, and delivery leads to promote delivery excellence and accountability.
  • Stakeholder

    Collaboration:

    Partner with the Program Manager to align delivery with contractual obligations and client priorities, and to support executive-level client communications as needed.
  • Performance Measurement:
    Develop and maintain delivery health metrics, dashboards, and performance reporting to provide leadership and clients with transparent status updates.
  • Continuous Improvement:
    Identify opportunities to optimize delivery processes, share best practices, and drive improvements in quality, efficiency, and client satisfaction.
KNOWLEDGE AND SKILLS REQUIRED
  • 10+ years of experience leading large, complex IT delivery programs with multiple concurrent projects.
  • Proven track record managing cross-functional delivery teams in a federal government contracting environment.
  • Deep understanding of delivery methodologies (Agile, Hybrid, Waterfall) and practical application at scale.
  • Strong experience developing and implementing delivery frameworks, governance models, and risk mitigation plans.
  • Exceptional leadership, communication, and stakeholder management skills.
  • Ability to influence and motivate teams and resolve conflicts across diverse stakeholders.
KNOWLEDGE AND SKILLS DESIRED
  • Experience working with Federal agencies, particularly the Department of Veterans Affairs, is a plus.
  • 2+ years of government experience in a Delivery, PM, or Program capacity is preferred.
EDUCATION
  • Bachelor’s degree in Computer Science, Engineering, or a related discipline, or equivalent experience.
CLEARANCE
  • Must be able to obtain and maintain a Public Trust clearance.
WORK LOCATION
  • Remote
