Project Manager – Senior PMO Supporting Treasury and Michigan Gaming Control Board

This position is for a Senior Project Manager (PM3) to assist the State of Michigan Project Management Office supporting Michigan Department of Treasury with a multi-year high priority project. This role, as part of the DTMB Enterprise Portfolio Management Office (EPMO), works closely with DTMB Agency Services technical teams as well as with agency executives/stakeholders in the delivery of Treasury’s City Tax Modernization.

The candidate must be comfortable working in a fast paced, multi-vendor deployment supporting a hybrid workforce (combination of on-site and remote work) at all levels of the organization. Applicants should possess exceptional communication and follow up skills along with significant experience in formal IT project management. This position requires the PM to be working in person for 2 days a week and 3 days remote.

• Oracle/SAP ERP experience. Global ERP Project Management leading 20+ member team with over $750M+ budget. 10+ years’ experience.
• Project Management Office leadership and governance.
• Oversee Technical Teams with system architecture and integration across SaaS solutions.
• Developed and maintained detailed project integration schedules over 5,000+ lines.
• Prior Developer/Senior Technical Project Management experience.

• Utilize the State of Michigan’s Project Portfolio Management Tool (Clarity) to prepare project schedules, assign resources and manage budgets.
• Prepare information for presentations geared to various audiences ranging from executives, managers and project team members.
• Accountable for monitoring, controlling, and communicating project progress by actively managing the cost, schedule, scope, resources, quality, and risks.
• Responsible for clear, timely, and accurate communications with stakeholders, particularly the project sponsors, project team members, program managers, and MGCB/DTMB management.
• Provide leadership and foster collaborative participation between the technical and business teams by obtaining consensus and gaining commitment.
• Develop and maintain key SUITE Project Management Methodology (PMM) deliverables throughout the project lifecycle:
  • Project Charter, Project Schedule, Project Budget, Communication Plan, Project Status Report, Risk and Issue Management Plans, Change Requests, Project Closedown Summary.
• Manage interfaces related communication with other agencies.
• Ensure the project adheres to the SUITE PMM and System Engineering Methodology (SEM), including appropriate and timely transitions through the stages and phases of the project lifecycle.
• Facilitate and enforce the Change Management process (Change Requests) when the project deviates from the approved scope, schedule, or budget, ensuring proper approvals before action.
• Create project Corrective Action Plans (CAP) when necessary for projects in yellow or red status.
• Understand the project benefits and the impact of change requests to the benefits business cases, ensuring related artifacts are updated accordingly.
• Review and understand vendor contracts to actively manage vendor deliverables and adherence to the vendor deliverable approval procedure.
• Facilitate interactions among stakeholders by clarifying expectations and ensuring all deliverables are assigned, reviewed, and completed.

• 10 Years in IT project management, including industry standard practices.
• 7 Years of proven record for delivering projects on time and on budget in a formal project manager role.
• 7 Years of experience establishing and maintaining project budgets, schedules, change requests, risk and issue logs.
• 7 Years of experience delivering project status updates.
• 5 Years experience using a project portfolio management system such as Clarity.
• 5 Years advanced knowledge of MSProject.
• 5 Years experience handling stakeholders and system owners from other departments.
• 5 Years overseeing technical teams with system architecture and integration across SaaS solutions.
• 5 Years experience providing project management services for IT Projects involving Commercial Off the Shelf Technology (COTS).
• 5 Years experience managing a multi-vendor environment in a government environment.
• 5 Years experience developing and maintaining detailed project integration schedules over 5,000+ lines.
• 5 Years prior developer/senior technical project management experience.
• Possession of a Project Management Professional (PMP) Certification.
• 3 Years of experience highly desired.
