Position Overview
This position is open to current Colorado residents only. This recruitment may be used to fill multiple vacancies. The effective start date of the selected candidate will be on or after January 1, 2026. This is a hybrid position.
About This PositionBusiness Analyst for the Business, Innovation, Technology, and Security (BITS) team at the Colorado Department of Human Services (CDHS). The role translates business needs into technology and process improvement solutions and ensures the successful implementation and ongoing support of HR systems.
Key Responsibilities- Business Process & Requirements: Analyze and document business processes, services, and information needs. Gather, validate, prioritize, and translate program requests into clear functional requirements and specifications for technical teams.
- Quality Assurance & Testing: Develop and manage the User Acceptance Testing (UAT) strategy, including creating test plans and use cases to ensure implemented solutions meet specified business requirements.
- Customer & Technical Support: Serve as a primary point of contact for end‑user support, troubleshooting, and issue resolution, particularly for HR systems. Develop and conduct training for end users to ensure consistent understanding and use of systems and procedures.
- A self‑starter with strong communication and facilitation skills, capable of serving as the critical liaison between business stakeholders and technical teams.
- A detail‑oriented individual with strong analytical and problem‑solving abilities, focused on anticipating issues, driving projects forward, and creating actionable solutions from concept through completion.
- Experience or strong understanding of modern methodologies such as Agile and Lean techniques.
- Commitment to designing effective solutions with a people‑first approach, focusing on end‑user needs and experience.
- Strong focus on delivering effective customer service and ensuring solutions function reliably in day‑to‑day operations, particularly for HR systems (support, troubleshooting, training).
- Six (6) years of professional experience as a Business Analyst and/or Project Manager with business analyst responsibilities.
- OR:
Bachelor’s degree in a related field (Computer Science, Information Technology, Business Management, etc.) and at least two (2) years of professional experience as a Business Analyst and/or Project Manager with business analyst responsibilities.
- Problem‑Solving & Initiative: Anticipate potential issues and independently develop and implement effective mitigations.
- Independence & Autonomy: Works independently with minimal direction, proactively seeking information and solutions; takes full responsibility for tasks.

Skills:
Prioritizes and manages high‑volume urgent tasks, communicates process needs, and adheres to timelines. - System Acumen & Technical Proficiency: Experience with security and compliance requirements in systems assurance and ability to quickly learn new systems and technologies.
- Standard background check and reference check required.
- Colorado residency at the time of application and throughout employment.
- Valid, non‑restricted Colorado Driver’s License (or U.S. driver’s license if within 30 miles of Colorado border).
