IT Project Manager, IT Consultant, Systems Analyst

Job DetailsUnder broad supervision, supervises, guides, and instructs the day-to-day operations of in-house application development staff. Under limited supervision, ensures the applications operate effectively and efficiently. The successful candidate will be responsible for supervising, guiding, and instructing the day-to-day operations of the staff, ensuring stated services and efficiency goals are met. Serves as a high-level subject matter expert, providing authoritative guidance for professional staff and supporting the software life cycle for the applications, emphasizing activities and task prioritization.
This position will manage a team of 8-10 software engineers responsible for developing new applications and providing modifications for existing applications.
Responsibilities- Lead and manage a team of IT consultants/staff by providing guidance, support, and training as needed.
- Monitor and analyze the performance of the IT team, ensuring that all coding practices and end products produced are up to standard.
- Develop and implement best practices to ensure IT enterprise applications are supportable and maintainable.
- Work with architects to ensure software design is being properly implemented.
- Evaluate and recommend software solutions to improve the quality of IT enterprise applications.
- Work with project managers on management and implementation of development during the entire project life cycle.
- Coordinate and troubleshoot technical issues and guide the IT team in resolving complex technical problems.
- Interview candidates and hire qualified individuals to fill open roles within the department.
- Generate daily, weekly, and monthly reports requested by both internal and external clients and IT Management.
- Develop and mentor staff to a high level of competency.
- Handle issues of a highly technical nature.
- Monitor staff performance and schedule adherence to improve efficiencies, identify training opportunities, and ensure proper coverage.
- Remain current on internal procedures and external client requirements.
- Bachelor’s degree in Computer Science and Information Technology or a related field.
- Technical certifications preferred.
- Five (5+) years of experience in an IT management role, IT technical lead role, or Project management role.
- 5+ years of experience supervising or leading a support team.
- Experience in custom applications or experience with customization in Commercial-off-the-shelf (COTS) products.
- Developed applications in .NET technologies with Kendo UI Telerik, C#.Net, Web API, REST API, JSON, SQL Server, Oracle, XML, HTML5, Angular JS.
- Experience with Service Now ITSM.
- Experience working with products management tools such as MS Visual Studio Team (TFS) server using Agile (SCRUM).
- Ability to resolve issues and exhibit strong initiative.
- Excellent planning, training, and follow-up skills and analytical abilities.
- Strong problem-solving and analytical abilities.
- Strong project management and leadership skills.
- 8‑hour workdays on a fixed schedule (i.e. not a flex‑schedule), starting no earlier than 7:00 AM Eastern Time, no later than 9:00 AM Eastern Time, Monday – Friday, 40 hours per week.
- No specified number of days onsite vs remote. Local candidates (i.e. able to come in office) will be preferred over out‑of‑state candidates (i.e. remote worker). Preference for candidates who can demonstrate capability to work a hybrid schedule, which is a combination of remote and in‑office work. Capacity (i.e. days they could come into the office) for a hybrid schedule will be discussed during interviews.
- The consultant will follow all applicable State of Georgia policies, procedures, standards, guidelines, and accepted best practices.
- The position end date is set for the end of the fiscal year. Option to renew contracts in one‑year increments may be exercised. Several successful consultants have continued working for several years with contract extensions. However, there is no obligation to extend contracts and employment may be terminated at any time.
