Senior Technology Business Analyst – Business Transformation

Senior Technology Business Analyst – Business Transformation – 5‑year limited term with the City of Bellevue Information Technology Department. This role supports the implementation, process reengineering, and adoption of critical enterprise systems within the Business Transformation Program.

• Collaborate with stakeholders to understand complex business needs, translate them into functional requirements, and develop technical specifications.
• Lead analysis efforts—documenting business requirements, mapping processes, and performing gap and options analyses.
• Work closely with cross‑functional teams to develop project plans, estimates, and timelines.
• Act as subject matter expert for business processes and technology solutions, providing guidance and recommendations to stakeholders.
• Develop and maintain project documentation, including requirements, functional specifications, use cases, and test plans.
• Design, develop, and execute test cases to ensure successful delivery of technology solutions.
• Support adoption of new enterprise systems by collaboratively developing user procedures, creating training materials, and delivering training.
• Provide leadership and guidance to junior business analysts and other team members.

• Strong analytical and problem‑solving skills, with a strategic mindset and a focus on continuous improvement.
• Excellent written and verbal communication skills, with the ability to communicate technical information to both technical and non‑technical audiences.
• Demonstrated experience gathering and documenting business requirements, developing functional specifications, and creating test plans.
• Strong leadership and interpersonal skills, working effectively with cross‑functional teams and stakeholders.
• Experience establishing strong partnerships with customers across multiple lines of business.
• Proven experience with enterprise software implementation projects.

• Bachelor’s degree in computer science, information technology, or closely related field, or equivalent work experience.
• Five or more years of experience as a business analyst in a technology environment.
• Business Analysis certification (e.g., IIBA CCBA) preferred.
• Project Management skills and experience.

• Work involves walking, talking, hearing, using hands to handle, feel or operate objects, tools, or controls, and reaching with hands and arms.
• Vision abilities required include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
• The noise level in the work environment is usually moderately quiet.

The City is implementing a flexible/hybrid work policy that allows staff to work remotely. Full‑time remote work is not an option. Remote work for this position is subject to the department's operational needs and will be discussed with candidates during the selection process. Once hired, employees must reside in the State of Washington.
