Optomi, in partnership with, a government client, is seeking a Software Engineer Manager for their Oklahoma City, OK office. There is a hybrid structure of 1 day on site in the office, offering flexibility for working from home! They are looking for a manager to guide their direct reports in a major modernization effort on high impact projects. This is a Contract to Hire opportunity!
** This person will not be hands-on coding**

Experience of the Right Candidate:
- Evaluate emerging technologies and trends to identify opportunities for modernization and optimization of existing systems and applications.
- Collaborate with key stakeholders, including agency leadership, business units, and external partners, to understand requirements, gather feedback, and ensure alignment with business objectives.
- Develop and execute a strategic roadmap for modernizing the agency's application portfolio, leveraging C#, Python, Cobol, and Java expertise to drive innovation and efficiency.
- Oversee the planning, execution, and delivery of IT modernization projects, ensuring they are completed on time, within budget, and meet quality standards.
- Continuously monitor and optimize application performance, scalability, and reliability to meet the evolving needs of the agency and its stakeholders.
- Implement robust security measures and ensure compliance with regulatory requirements, protecting sensitive data and mitigating cybersecurity risks.
- Recruit, hire, train and supervise staff, or participate in staffing decisions.
- Develop and interpret organizational goals, policies, and procedures.
Responsibilities of the Right Candidate:
- Collaborate with Product, Business and IT organizations.
- Lead high performing team(s) in iteratively delivering key business value.
- Ensure deliverables are on-time and of high quality.
- Resolve and/or escalate technical and project delivery issues.
- Drive process improvements within the team and across the department to improve efficiency and quality.
- Assist in prioritizing new development projects, enhancement projects for existing systems, and system maintenance requests.
- Act as a key contributor in planning and estimation of projects.
- Ensure design, code, and test plan reviews are conducted as appropriate.
- Report program status, KPIs, OKRs to leadership.
